Serves as a liaison between business and IT teams by facilitating communication and determining software objectives that align with stated and unstated business needs. Manages and leads from concept through delivery to support using project management principles.ESSENTIAL DUTIES:Obtain a deep understanding of relevant business area(s) to be able to recommend solutions and build high-quality requirements.Use a variety of techniques to understand business requirements, such as interviews, workshops, surveys, site visits, and storyboards.Conduct customer interviews to identify needs and to determine strengths and weaknesses in processes.Document current processes and models to understand inefficiencies or gaps.Shape business requirements by making recommendations and suggesting alternatives to proposed solutions.Leverage knowledge or prior experience to develop and present alternatives and recommendations and defend analysis.Understand technical options, limitations, costs, and risks. Communicate tradeoffs to business partners and work with them to shape requirements accordingly.Translate conceptual user requirements into clear, detailed functional requirements.Work with business and delivery teams to prioritize requirements.Help resolve competing priorities between stakeholder groups by facilitating stakeholder discussions and escalate issues where appropriate.Manage requirements scoping throughout the delivery process.Create artifacts as appropriate, including business case documentation, scope documentation, and process flows.Support delivery teams as they develop, test, and deploy solutions.Review delivery team output to ensure requirements are correctly interpreted; define and execute test cases.Ensure project deliverables are following all agency audits, policies and procedures, and State rules and regulations.Ensure compliance to Florida Administrative Code 60-GG for qualified projects.Create end user training material and facilitate training.Understand and consistently meet customer expectations, responding promptly to customer inquiries.Exercise judgment in ensuring involvement of more senior personnel and experts.Promote a collaborative team environment and provide mentorship to junior-level analysts.Provide on-call support outside of normal working hours as needed.May be required to travel on Lottery business as necessary.Report to management on status of products and technology in specific areas of expertise.Perform administrative duties, including submission of timesheets and activity reports in a timely manner.Perform other related duties as assigned by management.Knowledge, Skills, and Abilities:Experience determining the explicit and implicit needs and requirements of various stakeholders.Ability to quickly learn the objectives, structures, operations, and policies of a new business area.Strong problem resolution, negotiation, and influencing skills.Demonstrated ability to engage both developers and business partners to achieve target outcomes.Proven interpersonal skills and an ability to influence senior leaders and peers.Demonstrated ability to communicate complex technical information in a condensed manner to various stakeholders verbally and in writing.Experience creating documentation such as business case documentation or business requirements summaries, project plans, test plans, and end user and support training material.Strong organizational and time management skills.Proven leadership skills to lead and manage large projects (10+ project members) and tasks from start to completion.Demonstrated ability to manage projects in adherence to Florida Administrative Code 60-GG.Ability to build strong working relationships with customers and project team members.Adaptability and a willingness to learn new skills.Other job-related requirements and authorization to substitute related work experience in lieu of post-secondary educational requirements:Bachelor’s degree in Computer Science, MIS, Information Technology, or a related field (or equivalent years of experience).10+ years of experience in business analysis and/or project management.PMP Certification.Successful passing of a criminal background check (state, local, and national) is required.Maintains strict confidentiality of information learned while working with the Florida Lottery, whether learned through assigned duties or through working with other units.
