Under general direction installs, programs, monitors, maintains, troubleshoots and repairs the water or wastewater treatment plant’s computer control system and all its related hardware, software, electrical and electronic controls, the network, and related instruments rated up to 480 volts.
Scope of Responsibility :The position is responsible for the quality and accuracy of his/her work and the proper operation of the treatment plant and distribution/collection control systems.
Essential Duties and Responsibilities :Installs, monitors, maintains and repairs computer control system, including programmable logic controllers, electronic and electro-mechanical equipment and electrical devices.Analyzes and determines cause of malfunctions;Conducts or arranges for repairs such as replacing circuit boards, discrete components, switches, relays to motors; installs and pulls wiring;Calibrates control and electrical devices according to specifications and operations and maintenance manuals to ensure accuracy;Carries out preventative maintenance program for equipment and devices according to specifications;Inspects systems and devices; cleans, tightens, and inspects parts;Makes adjustments to equipment as required;Monitors and recommends repairs and parts needed to ensure timely servicing and repair;Maintains an inventory of replacement parts.Performs updates, upgrades and any SCADA system changes.Assesses user requests and suggested changes to the computer system to ensure compatibility with the water plant control system and network systems;Makes recommendations regarding adoption or rejection or changes;Performs minor programming changes in Programmable Logic Controllers (PLCs), Human-Machine Interfaces (HMIs), and other related devices;Implements changes to system as appropriate;Acts as liaison with contractors;Works with contractors on new systems, major system changes to implement and coordinate training;Coordinates the development of reports for other utility staff related to regulatory reports, operational statistics, and utility Key Performance Indicators (KPIs);Works with operations personnel to incorporate ‘situational awareness’ features into SCADA to improve speed of information and plant quality control.Develops and modifies security and access procedures for the control system software including user access to the system and files; and the security, storage and recovery of data. Writes programs and sets up new screens for various levels of system access and use.Monitors and inspects installation and repair work performed by outside contractors to certify accuracy.Provides informed input on matters relating to the Control System annual and multi-year capital budgets.Identifies expected needs and future cost projections;Works to ensure the most cost effective alternatives are identified when planning expenditures.Assists in the development and design of SCADA system improvements and upgrades.Communicates courteously and professionally and maintains working relationships with others in carrying out job functions.Frequently interacts with others in the work unit, the public, vendors or across departments to exchange detailed and/or technical information;Interacts with public, contractors and utility representatives to coordinate activities, respond to inquiries, provide information and/or refer individuals to supervisors or other appropriate personnel to resolve issues related to water.Using independent judgment provides supervision and leadership to department personnel under the span of control.Participates in decisions on matters of hiring, transfer, suspension, lay off, recall, promotion, discharge, assignment, reward, adjusting grievances or disciplining employees under the span of control;Sets goals and objectives for others to work towards and monitors performance;Conducts ongoing feedback, coaching, mentoring, and collaborates with the responsible supervisor and recommends performance review content for assigned employees;Provides training and work direction, ensuring the employee knows and follows department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss;Wears proper protective equipment when policy requires or conditions indicate a need exists and utilizes proper body mechanics and ergonomics while performing work;When potentially unsafe conditions are observed makes efforts to avoid or correct them if they are controllable and draws them to the attention of the responsible supervisor or safety representative in a timely manner;Assesses staff development needs and directs the provision of staff training.Performs other duties and activities as assigned.Special Assignment: Water Filtration PlantThe Plant Control System Manager assigned to the Water Utility is responsible for the plant and distribution system’s computer network and the security of the City’s water system.
Coordinating with water plant operations staff, design and oversee a calibration and maintenance program for online analytical water quality instrumentation for the following Water Utility assets:Raw water pumping stations (early-warning water quality instrumentation);Lime softening water treatment plant (related to pre-treatment, softening, ozonation, filtration, stabilization);Membrane water treatment plant (related to pre-treatment, microfiltration/ultrafiltration, peroxone, granular activated carbon, reverse osmosis, stabilization);High service pumping stations (related to regulatory distribution entry point standards);Regional pumping stations (related to water age and stability analysis in the distribution system);Other online instrumentation as needed.Coordinates with other Water Utility staff to analyze water production and maintenance costs to improve or optimize efficiency in utilizing available budget dollars in the useful manner.Provide technical support and provide efficient access to operational data needs (automated where possible) to Water Utility staff and outside data users as needed.Assists IS department in maintaining the water system’s security;Assists to troubleshoots, repairs and replaces components as necessary;Helps maintain and replace access devices at the doors including CCTV monitors;Coordinates with IS personnel to help system vendors/contractors with service as required.Oversees, monitors, and maintains the water system’s fire alarm systems for safe operation.Troubleshoots, repairs and replaces components as necessary;Coordinates with system vendors/contractors for service as required.Assists IS department with administrative computers and phone system.Troubleshoots problems;Coordinate with City IS department to implement repairs or updates;Coordinate with City IS for Water Utility electronic databases that reside on the administrative network such as reporting software.Prepares as-built drawings, sketches and prints of instrumentation and control devices.Assists with the design and development of new water treatment and distribution facilities and facilitates improvements and remodeling such as new water towers, ground storage reservoirs, pump stations, etc.Helps specifies control system equipment and instrumentation;Works with consultants on project design such as control equipment operation and instrumentation operation.Monitors and oversees work of contractors.Provides informed input for annual and multi-year capital budgets.Implements and oversees Workforce Timekeeper (Kronos) for assigned personnel.Schedule employees work assignments. Work is generally light with extensive computer use and involves moving between rooms and buildings, going outside to water towers and pumping stations. Work involves local driving on a weekly basis. There is frequent exposure to chemicals, fumes, humidity, and moving mechanical parts, loud noise, wet, slippery conditions in plant, and possible electric shock. There is considerable attention to detail and deadlines.
