Tribal Forestry
Department of Natural Resources
Hourly Wage: $22.17/Regular/Full-Time
Position provides administrative support to the Tribal Forestry and DNR Administrative offices with duties branching out to other DNR programs. Primary responsibilities include maintaining financial activity associated with processing, coordination and managing various federal, grant, contract, tribal, and self-generating revenue accounts within the Tribal Forestry Department. Performs financial compliance responsibility of monitoring various complex grants and contracts terms and conditions. Duties include all elements of contract administration, which entails preparation of monthly and quarterly reports, reconciling ledgers, tracking expenditures, maintaining cuff accounting data, and generating close-out reports. Assures that reports are prepared timely and accurately to accommodate fiscal audits which complete financial statements. Coordinate's development of annual budgets. Ensures expenditures are within contract requirements. Handles multiple accounts (including federal dollars that must be tracked in separate project identifiers), trust funds, and self-generating or self-funded accounts. Responsibilities require employee to be reliable and dependable. Receives general work assignments and performs independently with little to no supervision.
Examples of Work Performed:
Prepares SF-425 reports for 638 contracts and attaches annual narrative.
Prepares financial reports for grants and agreements per contractual agreement and completes final reporting/closeout.
Maintains Financial Records and cuff account for 638 Contracts, tribal funds, self-funded, and program grants/agreements.
Ensure expenditures are accurately recorded and tracked.
Analyzes financial documents to determine inconsistencies or errors are noted.
Activity user in D365 for all Tribal Forestry programs, however, may assist DNR Account Advisor with DNR Branch of Forestry, Ag Ext, Fuels Mgt, Wildlife, Environmental Restoration Waste Management Program, DNR Engineering, GIS, Appraisals, Water Resources, Realty, and Transportation.
Update PO's, add attachments, and delete lines on PO's as requested and needed.
Receipt documents and correct receipts.
Coordinates, reviews, and supervises work assignments to support staff, which includes adding the GL account number to the invoices for several DNR programs.
Reviews Purchase Orders, Travel Authorizations, and Payroll Actions for accuracy.
Maintains GSA account for Tribal Forestry including maintaining inventory list, reporting mileage, scheduling vehicle maintenance, and accident reporting as needed.
Maintain physical and electronic records on the forestry shared drive for Tribal Forestry.
Aid other Tribal Forestry Bookkeepers and Office Assistant staff as needed.
Provide monthly narrative report of tasks performed.
Knowledge, Skills and Abilities:
Knowledge of YN accounting software including JD Edwards, D365, and iSolved.
Knowledge of general accounting theories, principles, practices, and terms.
Knowledge of accounting terminology and familiarity with OMB Circulars.
Knowledge of and comprehension of annual audit procedures.
Knowledge of or ability to learn Natural Resources terminology (specifically forestry terminology).
Ability to use standard software for word processing and accounting including MS Word, Adobe Acrobat, and Excel.
Knowledge of tribal procedure manuals and directives of the Yakama Nation including the Personnel Policy Manual, Finance Manual, and D365 user guides.
Ability to establish and maintain effective working relationships, maintain confidentiality, and work under stress.
Ability to communicate effectively orally and in written form.
Minimum Requirements:
Must be a graduate of four-year college or university with major course work in accounting or related
courses
AND
have one year of work experience in an accounting position.
OR ,
Six years of progressively responsible bookkeeping or accounting work experience.
OR ,
May substitute a combination of two years of progressively responsible bookkeeping or accounting work experience and education in a related field.
Must pass a pre-employment background check.
Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving permit.
Required to pass a pre-employment drug test.
Preferred Requirements:
Enrolled Yakama Preference, but all qualified applicants are encouraged to apply.
