Senior Director of Facilities & Capital Planning

The Senior Director of Facilities and Capital Planning (herein Sr. Director/FCP) represents the Office of the Executive Vice President and Provost (EVPP) on all matters relating to facilities planning, space management, renovation, and construction within the Provost's portfolio, including those of the University's 12 schools. Reporting to the Vice Provost for Administration and Planning and working with the Provost, Vice Provosts, and other senior staff and partners in the Office of the University Architect and Facilities Management, the Sr. Director/FCP is responsible for planning and managing facilities in support of the academic research, educational, and outreach programs of the University. The Sr. Director/FCP provides expert service to faculty and staff and strong advocacy for the Provost's and schools' academic priorities.
The EVPP oversees the University's teaching and research activities and directs the academic administration of the schools, the library, art museums, public service activities, numerous University centers, and foreign study programs. The broader EVPP organization, exclusive of the schools and the libraries, is composed of almost 40 units with over 800 employees, and oversees a physical plant of over 575,00 assignable square feet, distributed across more than 70 buildings. The University of Virginia has an ambitious capital plan, with over $1B in projects under construction within the Academic Division and an additional $350M in various stages of planning and design. The Sr. Director/FCP will play a major role in advancing the University's vision within the framework of the built environment.
Working closely with the Vice Provost for Administration and Planning, the Sr. Director/FCP will focus on the following major responsibilities:
* Serves as a member of the EVPP leadership team. Collaborates effectively with other EVPP directors and senior staff to implement the Provost's strategic vision.
* Creates and maintains a high performing Facilities Office that is aligned with the EVPP's mission, values, and priorities.
* In partnership with the Vice Provost for Administration and Planning, coordinates the capital planning process for the academic units of the University, assessing current and future needs. Supports the Capital Planning Advisory Committee in evaluating and prioritizing the Capital Plan for the University as a whole.
* Serves as a primary EVPP contact for Facilities Management, the Office of the University Architect, and external consultants on academic capital projects, from planning through design, construction, and activation.
* Participates in and contributes to the Provost's academic and strategic planning activities. Leads and/or participates in specific facilities planning efforts as required.
* Identifies and analyzes options and proposes recommendations for the reallocation of space to meet strategic needs. Works with the University's Offices of Space Management and Real Estate as needed on management and prioritization of space in the Provost's areas.
* Assists schools and units in identifying and defining space needs; serves as a resource to help resolve planning issues related to space, facilities and cost.
* Works to ensure that principles of accessibility and inclusiveness are incorporated into projects.
* Conducts data-informed analysis to support effective decision-making.
* Works with the Vice Provost for Administration and Planning and the AVP for Budget and Financial Planning to develop plans for funding EVPP facilities projects.
* Works with University's Information Technology Services (ITS) to address facilities-related technology needs for the academic units.
* Serves in a coordinating role for all facilities and planning staff within the schools and other units, ensuring they are well supported and able to effectively carry out their responsibilities.
* As needed, hires external planning consultants on the Provost's behalf and oversees their work for specific tasks and projects.
* Serves as a key EVPP point person on matters of emergency preparedness, security, and workplace health and safety as they relate to facilities in the EVPP portfolio.
The successful candidate will ideally possess the following professional qualifications, skills, experience, and personal characteristics:
* Bachelor's degree, preferably in a related field (e.g. business, engineering, architecture), required. Minimum of 10 years of demonstrated successful experience in facilities planning and management in a university or comparable environment, with in-depth knowledge of facilities planning, management, design and construction.
* Substantial experience serving as the primary client representative on new building and/or major facilities renovation projects, from programming through design, construction, and activation.
* Demonstrated effective skills in working with client groups to take programmatic goals and transform them into facilities needs and programs. Proven experience providing advocacy for client needs and program requirements and mediating client interests within the context of larger organizational planning efforts.
* Proven ability to work well as a member of a senior management group. Demonstrated ability to interact effectively with a wide variety of people, including colleagues from the Office of the University Architect, faculty, senior University administrators, facilities project managers, and a diverse group of external consultants, including architects and contractors.
* Must possess excellent research, problem-solving, and organizational skills, as well as the ability to approach complex problems from many perspectives and engage in multiple projects simultaneously.
* Demonstrated success budgeting for facilities, and the ability to work with other professionals in budget planning and preparation.
* Experience interpreting planning specifications and documents, working drawings and other materials. Experience understanding and applying relevant building, health, safety and fire codes; knowledge of local permitting and inspection regulations and processes desirable.
* Evidence of ability to manage and develop others successfully, including setting goals, managing performance, and providing training and development opportunities.
* Strong interpersonal skills supported by excellent written and oral communications skills.
