Basic Function

The Project Controls Manager is responsible for establishing and maintaining project estimating, scheduling, cost, and risk management processes, on assigned projects that meet the quality and technical requirements of LyondellBasell's Project Management Process (PMP). This position manages project controls disciplines to provide all data related to HSE, cost, and schedule performance to the project manager and project sponsor.

Roles & Responsibilities• Responsible for establishing and maintaining project estimating, scheduling, cost, and risk management processes, that meet the quality and technical requirements of LyondellBasell's Project Management Process (PMP) and applicable Project Controls PEWP Guidelines• Prepares the Project Controls Plan based on the scope and execution strategy for each project. Develops/reviews schedules, estimates, and risk registers included in the Project Execution Plan (PEP)• Ensures maintenance (including review and audit) of the estimating, cost, and scheduling processes and tools of contractors, subcontractors, and vendors; align with LyondellBasell requirements• Ensures that the cost estimates, schedules, man-hour budgets, scope changes, cost trends and budget revisions produced by contractors, subcontractors, and vendors are reviewed appropriately• Prepares and maintains project specific staffing plans, to ensure project controls staffing levels are appropriate• Develops/reviews the project Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS). Works with the project teams and contractors to ensure compliance with WBS, CBS and work packaging requirements through appropriate segregation and coding• Works with assigned Project Controls discipline personnel to provide project estimating, cost, schedule, risk management and HSE information as required for project planning, funding, and reporting purposes• Analyzes project controls data to proactively identify problems and propose solutions• Member of Project Leadership Team advising and counseling Project Managers on controls related matters• Ensures change management process for each project is in place and operating properly to ensure timely documentation of all change orders (scope change, cost trends, budget shifts, etc.) in compliance with GP PC PEWP• Provides independent view of project progress, cost trends, TIC and spend-out forecast• Ensures that all project controls data is collected and captured in the appropriate LyondellBasell systems (i.e. PIMS)• Serves as the liaison between the project team and GP Project Controls organization• Assists in benchmarking (internal and external) efforts

Min. Qualifications

Education:• Bachelor's degree in Business, Engineering, Construction Management, or related field or substantial relevant work experience• Membership or certification from project management profession (e.g. PMP) desirable

Work Experience:• 10+ years of Project Controls experience preferably in relation to petrochemical or refining industry projects including:• Knowledge of petrochemical / refining industry contracting practices, project control processes, project management practices, and financial system processes related to project management• Familiar with Primavera P6, Aspen Capital Cost Estimator (ACCE), and SAP. Proficient using the Microsoft Office software suite (Excel, Word, PowerPoint, Outlook)• Demonstrated management experience or the ability to successfully influence project teams• Ability to surface conflicts and resolve them effectively. Ability to push back on leadership when required to ensure successful project outcomes• Strong verbal and written communications skills with the ability to communicate effectively within project teams, site organizations, and corporate departments

Languages: English required; knowledge of other languages (Dutch, German, Italian, French or Spanish) desirable
