JOB SCOPE:
The Director of Human Resources will plan, lead, direct, develop, and coordinate the policies, activities and staff of the Human Resource Department, ensuring legal compliance with all city, state, and federal regulations. The Director of Human Resources will function at a professional level in all of the following areas: employee relations, training, recruitment/retention, benefits management, performance management, onboarding, policy development and implementation, employment law compliance and payroll functions. The Director must be capable of relating to individuals at all levels, sensitive to employee morale and organizational needs, and will work closely with the Executive Administration in supporting agency operations.
ESSENTIAL FUNCTIONS:Plans, leads, develops, coordinates, and implements PCMH's HR policies and procedures.Monitors and ensures the agency's compliance with city, state, and federal employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance.Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice and resources to executive management.Interacts with agency administrators, Program Directors, and other managers on a regular basis to provide guidance, assistance, and support in managing HR related activities.Handles employee relations, including but not limited to responding to employee complaints and grievances, disputes and investigations, performance management, and disciplinary matters including termination of employees in accordance with agency policy.Oversees and manages benefits administration, which includes management of FMLA, PFL, Workers Compensation, Disability, Pension and Retirement plan, open enrollment and other leave.Answers general inquiries from employees and provides direction and assistance as needed.Handles confidential and sensitive information.Acts as an Administrator for the human resource information system (HRIS) to ensure accurate set-up, data quality, and proper training and utilization of the system.Conducts research and analysis of organizational trends including review of reports and metrics from the HRIS.Audits Human Resources functions and collection of data.Manages and updates job descriptions.Manages position control, employee directory, and organizational charts.Manages and tracks employee evaluations, including probationary and annual evaluations for all employees.Oversees, directs, and participates in recruitment efforts by identifying recruitment needs and developing and executing best practices for hiring and talent management.Approves job ads and placement of ads within advertising budget.Oversees and conducts passive outreach to qualified professionals.Directs the screening and distribution of resumes to management, including actively interviewing candidates for positions.Promotes use of career fairs, job boards, social media, and actively engages and represents PCMH interests at community network events, colleges, etc. to identify and attract quality candidates.Reviews and approves employment offer letters to individuals.Provides oversight of the hiring process, including background clearances through the Justice Center, Staff Exclusion List, State Central Registry, K- Checks, and I-9 verification.Monitors the onboarding process, conducts new hire orientation, and works closely with the Human Resources Recruiter, hiring manager, and candidate to ensure the process runs seamlessly.Maintains and updates spreadsheets for applicant tracking on a weekly basis.Maintains personnel files for the employees electronic and paper files.Provides direct supervision to Human Resource Department staff and oversees daily workflow of the department.Acts as a representative of PCMH in meetings and conferences with vendors, regulators, and other external entities.Assists with special projects as assigned by Executive Management.Perform other Human Resources tasks and duties as assigned.Salary:
$120,000 Annually
Schedule:
Monday- Friday 9am to 5pm

Bachelor's degree in human resources, Business Administration or related field is required.At least 5 years' experience working in a Human Resources department.SHRM-CP or SHRM-SCP highly preferred.Experience with Human Resources Information System (HRIS) is required, Paycom preferred.
