Job Description

ASRC Federal Broadleaf Division is seeking a qualified candidate for a Aviation Standardization Manager position supporting our Aviation, Logistics, UAS, Maintenance, and Dashboard Services customer located in Arlington, VA.

JOB DUTIES:

Selected candidate shall provide support services to Army National Guard – Aviation (ARNG-AV) leadership in developing strategies, programs to guide synchronization, prepare communication and correspondence, and the overall management of aviation standardization and use of Army aircraft topics and issues.Shall assist and advise senior National Guard Bureau (NGB) leadership on the use of ARNG aircraft. This may include briefings at the General Officer level.Shall serve as the primary point of contact within the aviation division for all issues and topics pertaining to the use of ARNG aircraft.Shall be available to answer questions from the 54 States and Territories to include the District of Columbia on the use of ARNG aircraft.Will analyze, and process orientation flight requests received from the 54 States and Territories to include the District of Columbia. The processing of these requests may include collaboration with DOD legal services or external agencies.Shall work closely with NGB State Public Affairs on updating policy as it pertains to the Use of Army Aircraft.May be required to travel on DOD aircraft in an official capacity as part of their position. This travel would include but is not limited to attend conferences, meet with senior leaders from the 54 States and Territories to include the District of Columbia, assess that policies are being properly executed, and assisting with site visits as required.Shall be proficient at the Enterprise Task Management Software Solution 2 (ETMS2) (or current program of record) and complete or have completed the NGB Action Officer Course.Will be responsible for creating, editing, monitoring, and processing requests in the Enterprise Task Management Software Solution 2 (ETMS2) (or current program of record) on a daily basis. This will include collaboration with the ARNG-AV front office and the NGB SGS team to work internal, external, and enterprise taskers pertaining to Aviation Standardization.Shall process and coordinate with National Guard Bureau Legislative Liaison for all requests pertaining to congressional travel.Will work with DAMO-AV, in coordination with the ARNG Aviation Standardization Officer, on all matters pertaining to the use of ARNG aircraft, as required.Shall advise senior leaders on matters pertaining to use of aircraft exception to policies and process those requests as required.Will process, advise, and assist in proposing revisions to policies that pertain to foreign national travel. This includes working with J53 leadership and members of the NGB International Affairs Office.Requirements

EXPERIENCE:

Twelve (12) years of experience in Army Aviation programsExperience communicating with senior level military organizations.Can clearly communicate verbally and written correspondenceMust possess in depth knowledge of Department of Defense (DOD) policy on the use of government aircraft and air Travel, DOD air transportation eligibility, DOD Support for Travel of Members and Employees of Congress, Mortuary Affairs Policy, DOD Support to Civil Search and Rescue (SAR), Defense Support of Civil Authorities (DSCA), Joint Travel Regulation (JTR), Joint Ethics Regulation (JER), and Support agreements.In addition to having in depth knowledge of DOD policy, the Contractor will have experience with interpreting and changing U.S. Army and Army National Guard (ARNG) policies and procedures.CLEARANCE LEVEL:
