CONSTRUCTION & OPERATIONS MANAGER R&D

Purpose of Classification:The purpose of this classification is to plan, direct and manage the operations and staff of an assignedunit of the Roads and Drainage Division.
Essential Functions:The following duties are normal for this position. The omission of specific statements of the duties does not excludethem from the classification if the work is similar, related, or a logical assignment for this classification. Other dutiesmay be required and assigned.
Manages, directs, and evaluates assigned staff; oversees employee work schedules to ensureadequate coverage and control; compiles and reviews timesheets; approves/processes employeeconcerns and problems and counsels or disciplines as appropriate; assists with or completesemployee performance appraisals; directs work; acts as a liaison between employees and seniormanagement; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meetobjectives; ensures that subordinates have the proper resources needed to complete the assignedwork; monitors status of work in progress and inspects completed work; consults with assignedstaff to assist with complex/problem situations and provide technical expertise; and providesprogress and activity reports to senior management.
Manages an assigned unit within the Division; develops, plans, and implements long- and short-term strategic plans, goals, and objectives; evaluates effectiveness and performance of currentsystems and programs in relation to growing needs of the County; and identifies needed changes,modifications and/or enhancements.
Manages projects in assigned operational program; establishes project priorities; develops plansfor implementing projects to include lifecycle plans that identify the order, timing and priority ofprojects; recommends methods, changes, equipment, etc. to meet organizational needs; andidentifies new processes and alternatives to resolve problems or improve/enhance operations.
Develops and implements standards, policies and procedures for assigned unit; maintains writtenstandards for work processes; documents and reviews procedures; establishes and enforces bestpractices; and consults with other managers in design of procedures and standards
Manages financial activities of assigned unit, including budget development and implementation,contract administration, bid specification development for equipment and materials, etc.; monitorsexpenditures to ensure compliance with approved budget; and maintains related documentation.
Minimum Qualifications:Bachelor's degree in construction management, Civil Engineering or related field; five years ofprogressively responsible experience in area of assignment, to include lead or supervisoryexperience; or any equivalent combination of education, training, and experience which providesthe requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required:
Must possess and maintain a valid Georgia driver'slicense.
