Vancouver Housing Authority is seeking a Senior Accountant who will be a critical part of our finance team, managing essential functions that keep our organization financially sound and accountable. This role oversees VHA's general ledger, prepares monthly and annual financial statements, and performs complex financial analyses, ensuring compliance with accounting standards. You'll work closely with departments, audit teams, and regulatory agencies to prepare annual budgets, coordinate audits, and provide valuable insights for strategic decision-making.
Core responsibilities include:
Oversees general ledger function of VHA, including maintenance of chart of accounts and posting of journal entries.Prepares monthly VHA financial statements, including budget variance analysis, and distributes those to both internal and external users as requested.Prepares annual VHA financial statements, including Statement of Net Position, Statement of Revenues, Expenses, and Changes in Net Position, Statement of Cash Flows, Schedule of Expenditures of Federal Awards, Notes to the Financial Statements, Management Discussion and Analysis and other reports and disclosures in accordance with applicable accounting standards.Performs complex analysis and reconciliations of various financial statement balances and prepares related schedules and reports.Analyzes and manipulates financial data to produce and distribute annual financial reports to HUD, SAO and other external users in various formats as requested.Monitors, manages and analyzes VHA cash positions.Coordinates annual CPA, SAO and other agencies' audits of VHA.Coordinates preparation of annual VHA budgets, including data gathering and communication with multiple departments and preparation of numerous complex financial schedules.Maintains and reconciles a variety of accounts, ledgers, reports, and accounting records; examines and corrects accounting errors; prepares and records adjusting journal entries.Interprets financial transactions and events for users who must make economic, or business decisions as requested.Reconciles sub-ledger balances to the general ledger and resolves differences.Records, classifies, and summarizes financial transactions and events in accordance with generally accepted accounting principles.Uses various software applications to assemble, manipulate and format data and reports.Provides financial reports and other communication tools to VHA Executive Team, Leadership Team, and Board of Directors; conducts and participates in presentations of financial data to VHA management and Board members.Maintains current knowledge and advises VHA staff on best practices and applications of accounting standards, various regulations and VHA financial policies.Assists Finance Manager with analysis, preparation, and implementation of VHA financial policies, procedures and internal control activities as requested.Consistently complies with position and department safety and attendance standards.Establishes and maintains positive, productive relationships with employees, vendors, and other related contacts.Pay and Benefits
The starting salary range for this position is $32.71 - $39.25 per hour based on experience. In compliance with the Equal Pay & Opportunities Act, the full salary range for this position is $32.71 - $50.37 per hour.Full-time, non-exempt position, working 40 hours per week Monday - Friday.100% employer-paid medical, dental, vision, life insurance, short-term and long-term disability insurance.Benefits package also includes 9.11% paid into WA PERS by employer, 12 company paid holidays, and generous paid vacation time and separate sick time accrual.Requirements
Bachelor's degree in accounting or related subject, plus at least 4 years of professional accounting experience is required.CPA or CMA certification preferred.Experience in public sector, real estate, and/or property management environment preferred.Knowledge of:
Operations, services, and activities of a general accounting system.Principles and practices of governmental accounting.Generally Accepted Accounting Principles.Principles and practices of contract administration.Methods and techniques of maintaining accounting control systems.Principles and practices of asset and inventory management.Methods and techniques of preparing financial reports and statements.Principles and practices of financial record keeping and reporting.Modern office procedures, methods and equipment including computers and supporting word processing and spreadsheet applications.Pertinent Federal, State, and local codes, laws and regulations.Ability to:
Interpret and apply administrative and departmental policies and procedures.Prepare clear and concise reports and spreadsheets, including computer generated financial reports.Prepare and maintain accurate and current financial statements.Analyze and make recommendations on cash flow requirements.Analyze reports and financial statements.Reconcile general ledger accounts.Analyze complex financial transactions and formulas.Operate a variety of office equipment including a computer and associated word processing and spreadsheet applications.Understand and carry out oral and written instructions.Communicate clearly and concisely, both orally and in writing.Establish and maintain effective relationships with those contacted in the course of work.
