Why does the job exist?
This position exists to provide continuity of services to the State Purchasing Division (SPD) for complex construction procurements involving capital outlay. This position supervises a large volume of procurements along with SPD staff which directly impacts the running of state government. Completion of these procurements involves close coordination with and providing guidance to various agencies.
How does it get done?
The Construction Bureau Chief is responsible for processing and monitoring the State Purchasing Division's construction procurements involving capital outlay, which includes:
- Oversight of the procurement process for construction, including Request for Proposals (RFP) and Invitations to Bid (ITB) procurements resulting in contracts, amendments, extensions and price agreements, General Services Agreements (GSA), National Association of State Procurement Officials (NASPO) jointly procured contracts. This includes evaluating and providing and approval recommendation for emergency, sole source and price agreement purchases as authorized.
- Lead the development and implementation of procurement strategies that benefit the state.
- Ensure compliance with legal and regulatory requirements related to the State of New Mexico contracting and purchasing best practices and regulations.
- Resolve procurement issues related to solicitations and assists with dispute resolution processes to resolve protests or complaints.
- Supports all statewide SPD Program initiatives, including the Statewide Strategic Sourcing Program.
- Direct, advise and oversee staff's development and ongoing improvement of the divisions procedures, standards and policies, the Procurement Code and GSD Rules and Regulations.

Ideal Candidate
- Experience in construction procurement.- Familiar with procedures to complete RFP's, ITB's, Sole Source, GSAs and NASPO or other jointly procured contracts.- Familiar with the New Mexico Procurement Code and Regulations- Ability to work independently and with others to provide assistance on procurements for SPD buyers.- Familiar with Word, Excel, PowerPoint, and telephone etiquette.- Experience with SHARE, File Trail, Procurement Tracker and Sci-Quest.- Must be able to lead procurement meetings with vendors/agencies and coordinate with all division employees- Excellent customer services and communication with vendors/suppliers and the public.
Minimum Qualification
Bachelor's degree in business administration or a related field and eight (8) years directly related experience in governmental or private purchasing practices and procedures. Any combination of education from an accredited college or university in a related field and/or direct experience as it pertains to the essential duties and responsibilities of this classification totaling twelve (12) years may substitute for the required education and experience.

Employment Requirements
Must possess and maintain a current and valid New Mexico Driver's License and a current Defensive Driving Course Certificate from the State of New Mexico; or must pass and receive a Defensive Driving Course Certification, within six months, as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to visual/video display terminal (VDT) and extensive personal computer and phone usage with extended periods of sitting, some standing bending and reaching may be required. Some occasional travel is required for meetings and conferences. Must be able to lift 25 lbs.
