Why does the job exist?
This position will supervise a team of purchasing agents to support the Agencies Chief Procurement Officer in managing the agency's contract process, establishing procedures that streamline contract routing and approval. This position will also assist in the preparation and auditing of agency memo's related to procurement, preparation and auditing of DFA memos (White Papers, CPO Determination Memos, etc.), Purchase Orders, Invitation to Bid, Agency & Statewide Price Agreements, Sole Sources, Request for Proposals and Emergency Procurements. This position will assist in the processing of W9 Vendor Submission, Tax Exempt Certificates, and P Card purchases as needed.
How does it get done?
This position is responsible for:
1) Managing and reviewing agency contracts and purchase documents to ensure compliance with New Mexico procurement statute, rules & regulations, and Agency policies and procedures.
2) Providing guidance and assist Agency staff in the development of Invitation to Bid and Request for Proposals documents that ensure compliance with the New Mexico procurement statute, rules and regulations as well as Agency policies and procedures.
3) Provide expert guidance in the development of policies and procedures related to Contract Management and Request for Proposal (RFP) and Invitation to Bid (ITB) procurement development and submission.
4) Supervise a team of purchasing agents to create a team environment, maximize productivity and reduce rework through training and mentoring.

The position will support all program purchasing teams to achieve their specific program and agency objectives.
Ideal Candidate
The ideal candidate will be Chief Procurement Officer (CPO) certified, have considerable experience in developing, auditing and/or submitting professional service contracts to Contract Review Bureau, and will have extensive experience in submitting documents related to RFP's and ITB's to State Purchasing utilizing the document submission portal.
Minimum Qualification
A Bachelor's Degree in any field of study from an accredited college or university and five (5) years of professional level experience operating within parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment. Substitutions Apply. See Substitution Table below. A hiring agency will designate that a portion of the required experience to include supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
