Position Summary/Purpose of Position:

The incumbent is responsible for supervising and monitoring the Program Governance and Program Management capabilities and their support staff. This role reports directly to the Assistant Director, Utilities and Energy Management and is accountable for Contractual oversight of the Concessionaire and the NextGen Program.

Key responsibilities include:Implementation of the NextGen Governance Program playbook.Conduct audits of the NextGen Program to ensure compliance.Ensures availability payments and fixed O&M charges are according to the financial model and budgeted for appropriately in each fiscal year.Collaborates with the Assistant Director to review change requests and monitor contract amendments.Maintain a comprehensive Risk Register and diligently track and manage all identified risks.Supervise and manage the daily activities of the NextGen Administrative Coordinator.Benefits SummaryTop Benefits and Perks:

Minimum Qualifications:

Education:

Bachelor's degree from an accredited college or university.

Experience: Five (5) years of experience in the management of programs or projects to include experience performing contract management. One (1) year of experience leading or supervising staff.

Knowledge, Skills, and Abilities:

Knowledge, skill, and experience dealing with complex contractual issues and the ability to conduct audits of financial and business processes.Proficient in using computers and skilled in using Microsoft Office Suite and/or Google Suite products. Knowledge of Microsoft (MS) Excel is required.Extremely detail-oriented with exceptional organizational skills.Preferences:

Preferences:

Bachelor's degree in Business Administration, Accounting, Finance, Math, Economics, Contract Administration, or related subject.Experience with Public-Private Partnerships.Advanced MS Excel skills (e.g., financial models, pivot tables, etc.).Development / Implementation of a new Contract Governance Program.Contract administration, management, and enforcement.Additional Certifications:

The incumbent must possess a driver's license, as the role involves traveling to meetings and project sites both on and off campus. If operating a state vehicle, the incumbent must possess a valid MD Class C driver's license or an equivalent with fewer than six (6) points.

The hiring range for this position is $101,600 - $127,000.
