BHIC
is responsible for the administration and performance of Medicaid State Plan services and programs. The services and programs include both physical health and behavioral health and span the managed care continuum from fee-for-service to fully capitated risk programs. Staff within the Office are responsible for stakeholder relations, policy development and implementation, grant oversight, contract management and performance, program administration and overall Medicaid program performance. The Office plays an instrumental role in achieving HCPF's mission to improve access to cost-effective, quality health care services for Coloradans.
The
Behavioral Health Special Projects Section
is responsible for was created to track new behavioral health initiatives, engage stakeholders in new and existing policy and develop new programs as determined by federal and state partners. In closer partnership with the Behavioral Health and Managed Care Section, this section ensures that operations and implementation are iteratively aligned. To execute this work, the section manages the activities of multiple individuals and work teams within HCPF to ensure alignment of efforts and to ensure strategic health equity priorities are met.
This position can work fully remotely from anywhere in the State of Colorado.
**Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**
Description of Job
WHAT YOU'LL BE DOING AS CRIMINAL JUSTICE & HEALTH INTEGRATION ADVISOR:
Serve as Staff Authority to manage the preparation, implementation, and management of a new Medicaid benefit to provide Criminal Justice Reentry services.
Advise management regarding the Criminal Justice Reentry benefit under the 1115 waiver requirements, including compliance, adherence to state and federal rule, reporting, and any requisite changes during the implementation and management phases.
Guide other 1115 waiver management team members to update the waiver and report to the state and federal authorities.
Manage and organize the planning and implementation of Section 5121 of the Consolidated Appropriations Act 2023 (CAA)
Lead the criminal justice reentry work mandated by HB24-1045 to identify and seek federal authority for Medicaid coverage of reentry services
Guide the request for federal authority for this benefit through an 1115 waiver, and manage the waiver upon approval.
Oversee adherence to federal and state rule for the 1115 waiver.
Guide stakeholder engagement throughout the duration of the project, and set up plans for ongoing stakeholder engagement during benefit maintenanceMinimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Option 2:
Education and Experience:
Bachelor's
degree from an accredited institution in Psychology, Criminology/Criminal Justice, Public Health, Public Administration, or a related field
AND
Three
(3) years of professional experience in behavioral health, criminal justice, healthcare policy, and/or healthcare financing
Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:
An associates will count as two years of experience
A bachelors will count as four years of experience
A masters degree will count for six years of experience
