Description Of Job
CBMS what is it?
The Colorado Benefits Management System (CBMS) helps manage data intake, eligibility determination, and benefits disbursement for applicants who are potentially eligible for public benefits. It is a highly complex system that supports multiple agencies and programs. Most notably, this system supports the administration of critical state of Colorado benefits such as Medicaid, Child Health Plan Plus (CHP+), SNAP, WIC, and TANF. These are programs that help to support our most vulnerable community members. The principal users of this system are county benefit eligibility technicians, who use the tool every day as they work with applicants submitting new or renewal applications for state benefits.
What will you be doing?
The Head of Product leads a joint Colorado Department of Health Care Policy & Financing (HCPF) and Colorado Department of Human Services (CDHS) team responsible for product management of CBMS. This team collaborates closely with the Governor’s Office of Information Technology (OIT) and contracted vendors on technical operations of the CBMS system components. Ultimately, it is the Head of Product’s responsibility to ensure that these technologies meet the needs of program users CBMS system users, and HCPF and CDHS State program administrators. Part of this role is to advance product maturity and best practices in how CBMS is continually maintained to support these public program users, CBMS system users, and the state’s needs.
This position has supervisory authority over the CBMS staff and is a collaborative peer with the executive leadership with HCPF (ie: Medicaid Chief Operations Officer) and CDHS (ex: the Office Director for Economic Security) for systems within CBMS.
The HOP serves as the day-to-day executive leader responsible for CBMS. The Head of Product’s appointing authority is the CDHS Deputy Executive Director for Administrative Services, the position is accountable to the Executive Directors of HCPF and CDHS, and strategic governance of CBMS comes from the CBMS Executive Steering Committee (ESC). That committee consists of the Executive Directors of HCPF and CDHS, the Governor’s Director of Operations & Cabinet Affairs, county human services administrators, and commissioners.
Job duties include, but are not limited to, the following:
Leading the development, implementation, and management of a CBMS technology product roadmap for near- and long-term initiativesProvides operational and strategic direction and oversight to the CBMS Product Director and other roles as neededCollaborates with and manages up to senior state leaders, county leadersResponsible for responses related to requests about CBMS from the media or publicOverseeing multiple product workstreams related to technology optimization and strategic improvementOverseeing and directing vendor teams from HCPF and CDHS in support of the overall product strategy alongside the Product DirectorDefining KPIs and measurements of projects, system performance, and monitoring of the ongoing performance of the CBMS system to meet the intended outcomes for county workers, program users, and federal and state regulatory requirementsConsulting directly with counties in coordination with CDHS and HCPF Community Engagement teams to identify and then refine needed improvementsOverseeing and leading modifications to frameworks, templates, and other tools for day-to-day product management alongside the Product DirectorEnsuring vendor-proposed hours for each project are appropriate, managing escalations to the Product Director, and managing expectations to CDHS and HCPF LeadershipOverseeing all product budgets and addressing or escalating financial issues as they arise, alongside the Product DirectorEnsuring effective utilization of technology resources to deliver integrated benefits, reviewing and approving all vendor agreements and paymentsHolding vendors accountable for delivering high-quality product outcomes in line with the product strategyManaging all work to drive continuous improvements to product design, usability, and accessibility; coordinates with program leadership to ensure that product designs also meet program requirementsIdentifying opportunities for integration across different productsDirecting work across teams in CDHS, HCPF, and OIT to ensure work can be managed strategicallyCollaborating across teams in CDHS, HCPF, and OIT through the procurement of re-procurement of CBMS

Minimum Qualifications
At least nine years of professional experience in a technology-related role, ideally product management, software engineering, user research, or other technical roles.

Preferred Qualifications
