General Description

JOIN OUR TEAM AS AN ENGINEERING MANAGER!

Highly responsible professional managerial and transportation engineering work reporting directly to the Assistant Engineering Services Director, and supervising activities of a team of Project Managers to plan, design, and award construction of a $500M+ 5-year capital improvement program. Provides intergovernmental coordination and ensures accurate and timely communication with the Board of County Commissioners, Pasco County citizens and other stakeholders.

Essential Job Functions

Supervises a team of Project Managers to ensure quality product and timely completion of the planning studies, design, permitting, ROW acquisition, and award of construction for transportation CIP projects.Leads coordination with the County's Planning and Economic Growth Department regarding approvals of MPUDs and other private developments and their design and construction of segments of the County's Vision Road Network.Leads coordination with FDOT on all county transportation projects receiving state and/or federal funding and on all state projects within Pasco County to ensure seamless implementation of a multimodal transportation system.Oversees review of ROW permit applications on the County's Vision Road Network.Evaluates, mentors, and advises subordinate personnel.Ensures TED is represented at MPO committee and board meetings, Planning Commission and other partner agency meetings, and at public meetings and workshops (often in the evening) as necessary.Manages and interprets complex technical work elements assigned to his/her team, consultants, and contractors.Assists in the preparation of budgets.Performs other transportation engineering management functions, administrative functions, and related work.Knowledge, Skills and Abilities

Knowledge of the modern techniques, methods, procedures and practices of transportation engineering and project management.Knowledge of practices, procedures and standards used in the planning, design and construction of transportation CIP projects.Possession of administrative engineering skills.Ability to effectively communicate, build trust, mentor, and train the team under his/her supervision.Ability to supervise, plan, review and evaluate technical transportation projects, designs and specifications.Ability to prepare written technical reports, estimates and construction and cost records.Ability to read for comprehension and to present clear and concise reports, verbally and in writing.Ability to establish and maintain effective working relationships with government officials, consultants, contractors, County employees and the public.Ability to analyze complex and diverse issues and prioritize multiple tasks and competing demands to optimize use of his/her team and other resources.Ability to prepare and analyze operation procedures and administrative reports.Ability to represent the County in public speaking events, including in court as an expert witness.Ability to anticipate work to be done and to initiate proper and acceptable direction for completion of work with minimum supervision and instruction.Minimum Requirements

PHYSICAL SKILLS:

Ability to communicate effectively using verbal, written and visual communication.

EDUCATION, TRAINING AND EXPERIENCE:

Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering, Chemical Engineering or related field. Eight (8) years of progressively responsible experience in transportation engineering, highway design and/or construction. Four (4) years of engineering experience as a Professional Engineer required.

LICENSES, CERTIFICATIONS OR REGISTRATIONS:

Must possess a valid Florida driver's license. Registration as a State of Florida Professional Engineer required

OR

Possession of an equivalent from another state with the ability to obtain a Florida State registration within one (1) year from date of hire.
