General Description
JOIN OUR TEAM AS A SR. PROJECT MANAGER - CIP! The role of a Sr. Project Manager - CIP involves highly responsible professional work regarding the construction of the County's Utilities Capital Improvement Program (UTCIP), including the development of the financial strategies required to fund the UTCIP, development and administration of contractual agreements with consulting firms, contractors, private agencies and other government entities on shared capital improvement projects and programs, project management administration regarding the construction of capital utility projects as required. Leads, manages, plans, coordinates and supervises the activities of staff, architects, engineers, contractors and vendors to complete construction of new utility projects for water, wastewater and reclaimed water. Develops and manages in-house projects. Ensures the application of sound Project Management techniques and processes as they relate to facility design and construction of utility projects. Participates and supports strategic planning efforts including master planning, scope specifications and standards for construction. Essential Job Functions
Establishes a team environment that collaborates extremely well across functional departments and succeeds at achieving functional objectives and getting accurate requirements documents that ensure cost efficiency and reliability. Assists in shaping project management processes. Prepares bid/construction documents, reviews drawings, plans, and specifications with respect to code and health/safety issues. Lead design and construction for in-house projects. Prepares bid/construction documents, reviews drawings, plans, and specifications with respect to Utility standards, regulatory compliances and health/safety issues. Develops criteria for Request for Qualifications (RSQ) for consultant selections . Responsible for resolutions and recommendations concerning unplanned increases in project costs. Acts as liaison between County departments, elected officials, Assistant County Administrator, and Budget Officials in coordination of capital and construction project time frames, objectives, and funding to ensure that projects meet both functional and budgetary requirements. Evaluates and recommends improvements to operational management procedures, processes, and policies. Assists in the development of budgets and program strategies regarding the UTCIP; analyzes data and revenue sources to assist with the ranking / prioritization of UTCIP projects; prepares reports, presentations and schedules as required; assists in the collection, analysis and presentation of information for use in internal presentations, community outreach presentations, and other presentations. Assists in the development of applications to pursue local, state and federal grant opportunities; assists in the writing of agreements relative to grants, UTCIP's projects for all Utilities systems, processes invoices, pay requests from contractors and other documentation required for acceptance and issuance of payments by the County related to UTCIP projects; management of consultant task orders and construction contracts relative to UTCIP projects (as required); performs related work as required. Leads construction teams for UTCIP that collaborate extremely well achieving function objectives and getting accurate requirements documents that ensure cost efficiency and reliability for the projects. Prepares project status reports and schedules as required and instructed by the County. Assists with the development of the UTCIP as provided in the County's CIP Master Plan for Utilities. Tracks the initiation phase of projects and their prioritization. Ensures projects have appropriate cost estimates, risk assessment & mitigation, configuration management, and supporting documentation build into all requirements documents. Develops projects to include scope, cost estimates, and schedule. Gathers, researches, compiles, analyzes and organizes information from files, maps, drawings, reports, studies, and maintenance tools pertaining to site asset history and condition. Oversees capital expenditure and construction project budgets, coordinates and conducts contract negotiations and monitoring. Prepares project status reports and schedules as required. Knowledge, Skills and Abilities
Knowledge of contract administration and negotiations. Ability to read and interpret blue prints, specifications and construction documents. Knowledge of the utility planning, design and construction fields for public Utilities Progressively responsible experience in project management for utility projects. Knowledge of agreements, contracts, and grants. Ability to establish and maintain effective working relations with consultants, citizens, employees and government officials. Ability to analyze complex and diverse issues while prioritizing multiple project management tasks. Ability to present clear and concise reports for UTCIP projects. Computer literate including Microsoft Project, Auto CAD and Microsoft Office programs (excel, word, etc.). Minimum Requirements

EDUCATION, TRAINING AND EXPERIENCE:
Graduation from an accredited college or university with a Master's Degree and six (6) years' experience in the field of Civil Engineering, project management or construction field, managing multiple projects including five (5) years' experience as a project manager for utility projects for water and wastewater
OR
a Bachelor's Degree and eight (8) years' experience in the field of engineering, project management or construction field, managing multiple projects including five (5) years' as a project manager for utility projects for water and wastewater. Public Sector experience preferred.
LICENSES, CERTIFICATIONS OR REGISTRATIONS:
Must possess a valid Florida driver's license. General Contractor Certification or Project Manager Professional (PMP) Certification preferred. Registration as a State of Florida Professional Engineer a plus.
