Job Description:

L3Harris is seeking a Director, Finance to support our Tactical Communications business unit. This role will be responsible for opearating in a unique commercial/USG business environment, leading a finance team in providing financial guidance to bid, win and deliver ~$1.7B of orders per annum.

Essential Functions:As a valued strategic business partner supporting Global and USG DoD business development teams - determine the right investments, cost, price and commercial terms that position L3Harris to win.Oversee a finance team in the development of Rough-Order-Magnitude (ROM) Quotes, Proformas or Price volumes with underlying analyses for bids and proposals, conduct price-to-win and margin analyses with "what-if" scenarios.Perform cost/price and price-to-win analyses and develop pricing templates and models to evaluate different strategies and "what-if" scenarios.Propose and Negotiate letters of credit with customers and sales that provide L3H with favorable reimbursement language to shorten quote-to-cash cycle and reduce organizational cash payment efforts.Research and understand competitive environment for comparable solutions and services and apply that to developing pricing strategies.Develop complex pricing strategies and perform risk and cash flow analysis.In-depth understanding of FAR and accounting practices including audits, cost pools, rates, bid rates, and analysis of contract cost data.Ensure compliance with government contracting requirements, FAR, DCAA, other applicable regulatory bodies and policies/regulations, and contract finance requirements, and identify corporate solutions to meet compliance.Basic Qualifications:

Bachelor's Degree with a minimum of 15 years of prior related experience. Graduate Degree with a minimum of 13 years of prior related experience.Preferred Qualifications:

The position requires excellent financial analytical skills, coupled with contracts and international trade finance experience to develop/model alternate cost and return scenarios - in order to - assess the right price, along with the right commercial terms to mitigate business risk and optimize cash flow.Seeking international / commercial experience with contractual familiarity with Bid/Tender Bonds, Performance Bonds, Payment Guarantees, Shipping Guarantees, Retention Bonds, Advanced Payment Guarantee and Export LC'sMust have solid knowledge of general accounting principles and practices along with specific Federal contract accounting experience, GSA pricing/audits, cost accounting standards and FAR/DFARs knowledge.Excellent leadership and communication skills (both verbal and written).Excellent analytical skills in financial modeling (Excel), pricing, preparing and presenting business cases.Ability to multitask and work efficiently under the pressure of stringent timelines and proposal deadlines.

In compliance with pay transparency requirements, the salary range for this role in Colorado, Hawaii, Illinois, Maryland, Minnesota, Vermont, Washington State and New York State is $120,500 - $224,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
