Job Summary
Develops and implements projects, programs and strategic initiatives that improve the effectiveness and efficiency of Procurement and have a direct and significant impact on the attainment of Procurement savings, effective business controls and operational efficiencies. Responsibilities include the development and oversight of Procurement best practices and their implementation; reviews and approves strategic business and project plans; oversees the development and execution of all internal Procurement projects and strategic initiatives, directs the development of the Procurement training program. Leads the Procurement organization in the establishment and implementation of major corporate wide driven programs (e.g. Supplier Diversity). Oversees strategic cross enterprise Procurement programs including Supplier Diversity, NJ Based Spend Program, Benchmarking, Supply Base Risk Assessment, Supplier Performance Management Program and Vendor Audit program (AP and Contracts). Oversees the Procurement compliance program (encompassing SOX, business controls and Internal Audits). Directs the personnel and activities of the Procurement Governance organization. Leads the organizational focus on, and attainment of business goals and objectives. Develops and maintains an environment that promotes diversity and high productivity. Develops and maintains Procurement budget and performance metrics. Directs the development and implementation of Procurement’s technology plan and solutions that support the Procurement process. Travel on average 10%, as business needs dictate.
Job Responsibilities
Drives and oversees the development and implementation of short and long term strategic initiatives designed to promote and maintain process efficiencies within Procurement.
Manages the performance of multiple project teams through assigned Project Leads, with both direct and indirect leadership responsibilities. Leads organizational focus on, and attainment of business goals and objectives in support of key internal client business needs.
Manages departmental budgets.
Prioritizes Procurement projects and programs to ensure optimal achievement of Procurement strategies. Establishes, maintains and improves relationships with other departments as well as with external suppliers.
Oversees the development and management of internal and external events that further Procurement’s relationships with employees, customers and suppliers.
Oversees the development of Procurement’s internal and external communications.
Oversees the effective development, implementation and ongoing management of all Procurement Programs targeted to ensure procedural and process compliance and attainment of business goals.
Develops, implements and provides ongoing management and oversight of all Procurement policies, programs and procedures. Develops and implements a Procurement Business Continuity Plan including recovery strategies for critical business functions/processes in the event of a disaster.
Provide oversight and guidance to Procurement SOX activities.
Provides guidance and support to key corrective action items required to ensure compliance and report findings/ progress to Management.
Coordinates and leads the Procurement audit efforts, in conjunction with PSEG Internal Audit Staff. Responsible for oversight of SAP’s Risk and Remediation solution as it relates to Procurement including: development/monitoring/application of mitigating controls, identification and creation of RAR risks and conformance to the RAR process Governs and provides leadership for the development and execution of a Procurement Employee Development/Training Program. Works with external vendors and Procurement Leadership Team to coordinate and deliver approved employee development programs.
Provide key input and decisions on organization design changes supporting process improvement/change initiatives (e.g. Procurement Center) Provide all levels of Procurement employees with the information they require to do their jobs effectively.
Job Specific Qualifications
Bachelor’s Degree in Business Administration or related field
Minimum 10 years of industry/related experience, including at least 5 years as a manager
Desired Qualifications:
Graduate degree, Project Management Professional (PMP) designation, Certified Purchasing Manager (C.P.M.) and/ or Certified Professional in Supply Management (CPSM), MBA
