This work will adhere to both the American School Counselor Association Ethical Standards and the American Psychological Association Ethical StandardsMinimum of 5 years of experience in an administrative position preferred, specific to a school setting.Knowledge of the ADA and other laws addressing the rights of people with disabilities, such as Section 504 of the Rehabilitation Act.Advanced training and experience in civil rights areas, including but not limited to the American Disabilities Act and the rights of students with disabilities.Demonstrated understanding of educational equity and how issues of bias and privilege impact student learningExcellent written and oral communication, organization, and facilitation skillsDemonstrated skill working effectively on multiple projects simultaneously in a fast-paced environment, including the ability to lead teams toward successful completion of projectsDemonstrated ability to manage competing demands; adapts to change in the work and able to change approaches or methods to best fit a situation.Self-directed but comfortable working as part of a team; responsive to management direction and requests for service and/or assistanceDemonstrated knowledge of principles and practices of effective educational leadership and contemporary research in educationPHYSICAL DEMANDS:Physically capable of carrying out the daily responsibilities of the job including (but not limited to): consistently attending, working and standing for long periods of time, moving supplies, equipment, furniture, etc. into and out of various spaces, occasionally lifting up to 50 pounds without assistance, working on the floor, moving quickly when needed in response to an emergency, driving, handling and operating tools and equipment, and participating in physical activities if necessary to keep staff, students or others in the safe and out of harm's way.POSITION OVERVIEW:As part of the Office of Student Services (OSS), the Senior Director of Clinical Services and Nondiscrimination Initiatives supervises and evaluates all aspects of the district-wide guidance program, and serves as the district's civil rights coordinator (directing and supervising the district's compliance with Title II, Title VI, Title IX, 504, and McKinney-Vento). The partnership with OSS supports best practices that promote student achievement and educational equity across all schools in the district, articulated in the district's Strategic Plan. In addition to a strong clinical foundation, candidates must have exemplary communication skills, with an ability to develop strong working relationships through collegial and respectful partnerships.ROLE AND RESPONSIBILITIESPrimary Duties and Responsibilities:Work with Office of Registration and Enrollment to support district policies and procedures regarding registration, residency, and attendanceMaintain a comprehensive K-12 guidance and counseling program, including policies, procedures, and other components. Supervise and evaluate designated counseling staff, including coordinators.Provide regular updates and ongoing best practice and innovations in the guidance curriculum to ensure district-wide horizontal and vertical alignment.In collaboration with the Senior Director of Clinical Services and Social-Emotional Learning and other OSS leaders, design and implement professional learning for staff, students, and parents/guardians.In collaboration with the Senior Director of Clinical Services and Social-Emotional Learning and other OSS leaders, develop and implement programs that support students' academic and social-emotional learning.Support the Office of Teaching and Learning to design exit surveys for students who graduate or leave school to gather data about their experiences in school, as well as other data collection and analysis activities.Assume responsibility for his/her own professional development: for keeping current with the literature, new research, and improved techniques in school counselingPerforms such other tasks and assumes such other duties as may be assigned by the Deputy Superintendent of Student ServicesCivil Rights Compliance CoordinatorCoordinate and monitor the district's compliance with state and federal laws, regulations, and guidelines that prohibit discrimination on the basis of race, color or national origin (Title II of the Americans with Disabilities Act of 1990, Title VI of the Civil Rights Act of 1964); sex (Title IX of the Education Amendments of 1972); or disability (Section 504 of the Rehabilitation Act of 1973 and) in educational programs or activities receiving federal financial assistance.Regularly review district and building publications to ensure that they include an annual Notice of Nondiscrimination including contact information for the district's Civil Rights Compliance Officer, the Director of Human Resources, and the Senior Director of Educational Equity.Ensure that the district uses effective methods to annually inform all students, parents and employees about the district's discrimination complaint procedure, such as in faculty and student handbooks.Coordinate revisions to district policies and procedures, as necessary, to ensure that they are up-to-date and consistent with current requirements under state and federal civil rights laws; ensure that copies of civil rights complaint procedures and any related forms are available on the district website.In collaboration with the Office of Human Resources and the Department of Educational Equity, ensure annual training to all staff regarding bias-related incident reporting, including policies, investigation process, and remedies as appropriate.In collaboration with the Office of Human Resources and the Department of Educational Equity, develop and provide annual employee training regarding civil rights requirements, employee obligations, complaint procedures, and related district policies and procedures.In collaboration with the Department of Educational Equity, respond to students, parents, staff, administrators, and others who report possible civil rights violations, discrimination, or discriminatory harassment.In collaboration with the Department of Human Resources and Department of Educational Equity, coordinate and/or conduct investigations of discrimination complaints in accordance with the district's Policies and procedures.Section 504 of the Rehabilitation Act of 173Serve as primary point of contact for ADA/504 complianceCoordinate training for building-level Section 504 coordinators, and ensure that they are trained to fulfill their job responsibilitiesParticipate on Section 504 teams as neededCollect and maintain all Section 504 data, such as Section 504 plan, evaluation reports and related records, lists of eligible students, discipline records, etc.Develop a systematic process for monitoring both district-and building-level compliance with Section 504 requirements, including, but not limited to Child find responsibilities, written notice to parents/guardians, team-based decision-making regarding evaluation and placement of students, periodic re-evaluations of all students who are eligible under Section 504, and manifestation determination requirements for disciplinary changes in placement.Ensure parents/guardians of homeless youth and unaccompanied youth are informed of their educational rights and related opportunities available to their children and provide meaningful opportunities for parents/guardians to participate in the education of their children.Work with guidance counselors to provide information and support regarding programs and services for students. Aggregate community resource information as needed.Serves as the district's Foster Care Point of ContactMcKinney-Vento Homeless Student Assistance ActIn collaboration with the Office of Registration, serves as the district's Homeless Student Education Liaison.Assist school staff with the identification of homeless students and maintenance of documentation of residency status.Stays current with laws, regulations, and policies, which impact homeless students and foster youth and shares that information with school administrators.Ensure homeless/foster youth are enrolled and have a full and equal opportunity to succeed in school.Assist homeless youth and their families with resources or other services they may need through coordination with social services and community organizations.Maintain knowledge of community resources and work collaboratively with community agencies supporting families.Ensure parents/guardians of homeless youth and unaccompanied youth are informed of their educational rights and related opportunities available to their children and provide meaningful opportunities for parents/guardians to participate in the education of their children.Work with guidance counselors to provide information and support regarding programs and services for students. Aggregate community resource information as needed.Serves as the district's Foster Care Point of Contact
