The Senior Project Management Specialist (UPF Project) will provide project oversight, technical support and subject matter expertise to the Y-12 Acquisition and Project Management Office (Y-12 APMO) and the Uranium Processing Facility (UPF) Federal Project Director (FPD) in the area of Project Management, including but not limited to evaluation of contractor project performance, cost/schedule/risk analysis, project controls evaluations, design/project reviews, project stakeholder status reporting, project life cycle management, quality assurance, configuration management, and project/resource planning. POSITION DESCRIPTION Responsibilities include: Addressing emergent issues by performing research and providing requested information; Oversight planning, execution, and status reporting; Participation in project reviews (such as Annual Peer Reviews (APR), External Independent Reviews (EIR), Independent Cost Estimate (ICE), Sufficiency Reviews, Design Reviews, etc.); Performing oversight of contractor’s execution/implementation of contract and project requirements; Conducting and documenting assessments (Shadow, Internal, and Independent Assessments, and Awareness Activities); Identifying and tracking issues through closure in contractor/federal Issues Management Systems (IMS); Drafting input to project documents (Project Execution Plan (PEP), Project Data Sheet (PDS), Project Definition Rating Index Analysis, Key Performance Parameters, Project Completion Criteria, etc.); Drafting input to project presentations (Monthly Project Review (MPR), Senior Management Team (SMT), In-brief’s); Review, analysis, and reporting of contractor performance against cost and schedule baselines; Review of contractor deliverables (such as Baseline Change Requests, Engineering Specifications/Drawings, Management Plans, etc.); Identification/quantification of project risks and mitigation actions; Configuration management, maintenance, and storage of project records and documentation; Coordinating, conducting, and attending project meetings (Schedule Status, Change Control, Integrated Project Team (IPT), Daily Tag-ups, Risk Management Board, etc.); Estimating and tracking project budgets and staffing plans; Data entry/tracking in federal data systems (FPD Tool, PARS, etc.) Coordinating, tracking, and assembly of Project’s Critical Decision (CD) packages. Deliverables may include: Annual Staffing Models Monthly/Quarterly Project Presentation (Quarterly Schedule Deep Dive, NNSA Monthly Project Review (MPR), Quad Chart Monthly Project Estimates (FPD and Independent Estimate at Completion (EAC), NNSA Other Direct Costs (ODC) Forecast) Monthly Federal Costs (NNSA Other Direct Costs (ODC) Actual Cost, Weekly/Bi‐Weekly Meeting Agendas (IPT, POW) Draft Construction Project Data Sheets Assessment reports, including identified issues. Other work products as requested by the FPD and Y-12 APMO federal staff. EDUCATION REQUIREMENTS Bachelor’s degree in Engineering, Science, Business Management, Project Management, or related field and a minimum of 8 years of related experience, or an equivalent combination of education and relevant experience, Additional consideration may be given to professionally recognized training and certifications in related fields. MINIMUM QUALIFICATIONS Proven ability to solve problems creatively; Strong familiarity with project management software tools, methodologies, and best practices; Proficiency with Project Scheduling, MS Office, and Adobe Acrobat; Strong communication skills (oral and written); Excellent analytical and critical thinking skills; Strong interpersonal skills and extremely resourceful; Ability to oversee projects according to outlined scope, budget, and timeline; Ability to obtain and maintain appropriate DOE security clearance; Ability to work in a diverse work environment, Pre-placement physical examination, which includes drug screening, and inclusion in random drug testing program, Ability to fulfill and promote L&A core values. Ability to maintain a valid state driver’s license; DESIRED QUALIFICATIONS Experience on Department of Energy projects with a budget ≥ $500M; Working level knowledge of DOE O 413.3b, Program and Project Management for the Acquisition of Capital Assets; Familiarity with the following applications: Primavera P6, Acumen Risk, Active Risk Manager (ARM), Empower, PARS. Strong business acumen, and exceptional inter-personal skills; Active DOE-Q security clearance; Experience seeing projects through the full life cycle; Project Management Professional (PMP) certification.
