Department Summary:
MITRE’s Department for Internal Revenue Service (IRS) Information Technology (IT) Transformation provides IT modernization and transformation support across the IRS enterprise. We provide strategic and technical expertise to build an effective and efficient technical environment. A critical component of our IT work is helping the IRS acquire solutions. To this end, we provide the full gamut of acquisition support to the IRS IT team as specified in the Federal Acquisition Regulation (FAR) and in accordance with IRS policies.

Roles and Responsibilities:
Develop and/or evaluate program technical and programmatic baselines.
Conduct Federal Government acquisition lifecycle activities, with emphasis on creating contracts and supporting artifacts that provide best value to the government.
Identify and define contracting requirements to support specific Federal Government acquisition activities in accordance with the Federal Acquisition Regulation (FAR).
Provide acquisition and contracting actionable recommendations to various government sponsors.
Develop acquisition strategies and plans as well as studies and assessments that support acquisition and contracting activities for Federal Government sponsors.
Perform independent validation and verification of government contracts.
Recommend and support implementation of acquisition and contracting industry best practices.
Serve as trusted advisor and thought leader to government sponsors while acting in the public interest.
Basic Qualifications:
Typically requires a minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience.
BS or Master’s in Economics, Finance, Business, Operations Research, Systems Engineering, or other engineering field
Applicants selected for this position will be subject to a government security investigation and must meet eligibility requirements for access to classified information or applicants who are eligible for security clearances.
Experience with cost estimating, cost risk analysis, and/or budgeting and the CPIC process in defense, intelligence and/or civil agencies
Significant experience providing pre- and post-award acquisition support, including market analysis, cost analysis, requirements, rough orders of magnitude, and contract changes.
Demonstrated understanding of Budget formulation, development, and planning lifecycle
Proficiency in development of risk-adjusted LCCEs and investment economic and decision analyses
Proficient with MS Office Suite, and other tools for analysis
Technical depth with demonstrated skills and experience in presenting analytical results both verbally and in writing
Demonstrated ability to engage at executive and C-suite levels
Must be eligible to receive an IRS Suitability Clearance
This position requires a minimum of 50% hybrid on-site
Preferred Qualifications:
Experience providing acquisition support in acquiring managed services (technical and business) to achieve desired outcomes.
ICEAA Certification or Defense Acquisition Workforce Initiative Act (DAWIA) certification desired
Knowledge of IT Portfolio Investment management and CPIC processes of select, control, and analyze.
Knowledge of Technology Business Management (TBM) framework and potential solutions to aligning costs to services
Excellent written and verbal communication skills.
Ability to prioritize across multiple projects and handle diverse assignments simultaneously.
Advanced analytics skills
