Summary These two positions are located in the Office of Chief Financial Officer (OCFO), National Finance Center (NFC), AMS, Support Services Office (SSO) and Facilities and Administrative Support Team (FAST). The incumbent of this position is responsible for efficiently and effectively performing management and supervisory duties as they relate to administrative management support services in concert to the agency overall mission and functions. Ensures excellent customer service and satisfaction. Responsibilities Works alongside the COOP Leadership team in the execution of the Agency COOP and deploys to the AWS as directed. Reviews specifications and requirements; performs analysis of equipment capabilities, costs, and application to requirements; determines what is procured; and monitors process throughout. Serves as the Subject Matter Expert (SME) on all Fleet Management issues. (FAST) Leads and participates in the development of strategic plans to document overall objectives and goals for accomplishment of the various programs carried out by the National Finance Center (within SSO's area of responsibility). (FAST) Oversees the overall space management and utilization function at the facilities in New Orleans and Bossier City. Leads and participates in agency-Wide special events and activities. Utilizes leadership knowledge and skills effectively to exercise supervisory authority for assigned employees representing a variety of specializations. Serves as the Contracting Officers Representative (COR) or project manager to administer contracts for the purpose of making required inspections, identifying deficiencies, directing appropriate corrective action, an accepting completed work. Studies organizational requirements, analyzes and formulates goals, strategies, program priorities and administrative policies to provide the maximum efficiency of AMS SSO services. Ensures excellent customer service and satisfaction. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Specialized Experience Requirement: Program Analyst GS-13: One year of specialized experience, equivalent to the GS-12 grade level in Federal Service or equivalent responsibility in the private sector/pay systems equipped you with the competencies to successfully perform as a Supervisory Program Analyst. Such experience includes Writing/rating personnel performance standards. Experience in mail center and warehouse operations. Experience collecting data, inventory and property management. NOTE: This experience must be demonstrated on your resume and/or supporting documents. Applicants MUST submit a RECENT SF-50 that illustrates time-in-grade and reflects Title, Series, and Grade. Award SF-50 is NOT acceptable. Time In Grade (TIG): Merit Promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-12 is required to be eligible for the GS-13 level.
