Summary: Responsible for the management, planning, implementation, and daily operations of assigned program areas for El Paso County Public Health (EPCPH). Develops and monitors budgets; collaborates and works closely with other programs, community agencies/partners, and the Colorado Department of Public Health and Environment (CDPHE). Supervises assigned staff, including the assignment of duties, and provides direction, guidance, mentorship, and training. May be assigned to Communicable Disease, Environmental Health, Immunizations, Maternal Child Health, Nurse Family Partnership, Reproductive Clinic, Tabacco Education and Prevention Partnership (TEPP), or Women, Infants, and Children (WIC) program. This position may be subject to grant funding.
Essential Duties/Responsibilities:
-Utilizing the ten essential public health functions, assesses the health issues relevant to program areas and designs effective interventions, strategies, and action plans aimed at improving community health. Implements and supervises public health program services, with guidance and consultation from the Division Director. In coordination with the Division Director, establishes goals and objectives of program areas. -Develops, implements, and evaluates best practices and evidence-based plans to demonstrate measurable population-based outcomes. Assures the programming contributes to the improvement of state performance measures and outcomes. -Ensures program compliance with public health standards, best practices, Local, State, and Federal regulations, and internal policies and procedures. Provides technical advice to Public Health staff and the public in the areas of expertise. -Establishes and implements specific policies, procedures, training, and standards for efficient and effective program operation and maintenance. Monitors progress and directs changes in priorities as needed. -Manages, guides, leads, and supervises assigned program staff. Conducts performance evaluations and motivates employees to achieve peak productivity and performance; participates in the hiring and disciplinary process. Provides oversight of training, identifies training and workforce development needs, and facilitates staff educational and training activities. -Ensures data and documentation are entered into appropriate databases and systems; ensures staff are utilizing the records and databases appropriately. -Performs educational functions on behalf of programs. Develops and implements educational programs for the community; makes presentations to community groups. Works with community groups and other agencies to form partnerships for the furtherance of public health programs and concepts. -Organizes annual audit materials to meet State and Federal audit requirements. -Participates in State and Agency Quality Improvement projects. -Develops, manages, and maintains program area budgets and contracts. Assists in preparing preliminary budget documents for Local and State agencies. Establishes program priorities and budget needs, performs needs analysis, directs the purchasing of equipment and supplies, and actively seeks funding for desired program activities. Coordinates with appropriate fiscal offices, program managers, and Local health agencies. Monitors State contracts and Memorandums of Understanding (MOUs) for compliance. Assists in the application of grants, and ensures a program meets grant require -Participates and maintains training for EPCPH emergency planning and response activities. -Promotes public health within the community. -Takes personal responsibility to provide exceptional customer service in order to promote and maintain a positive Public Health image, constructive working environment, and foster pride and professionalism in the workplace and community. -Performs other duties as requ red.
Qualifications Knowledge, Skills & Abilities:
-Advanced knowledge of public health principles and practices. Knowledge of program-specific regulations, laws, and statutes. -Knowledge of budget development, bookkeeping, and accounting principles and procedures. -Knowledge and understanding of agency policies and procedures. -Skill in demonstrating a cooperative, professional attitude to cultivate relationships both within and outside the organization. Skilled in training and presentation. -Skill in prioritizing and organizing multiple tasks and the ability to complete projects in a timely manner.
