Position Overview:This position supports the United States Coast Guard (USCG) as a Program Manager supporting the Business and Logistics Management Support Services office. The Program Manager will serve as the primary point of contact for the Contracting Officer and the COR. This senior-level role involves managing the overall BPA support operations, ensuring conformity to contractual obligations, and establishing and maintaining master plans and schedules. The Program Manager will act as a liaison between the Contractor and the Government and will be available to communicate during standard business hours.

Job Type:Full-time/Exempt

Location: National Capital Region

Anticipated Start Date: April 2025

Work Hours

Typical 8-hour workday within the hours of 0800 and 1700 EST, Monday through Friday.

Position Responsibilities:

Serve as the primary point of contact for the Contracting Officer and COR.

Provide the names of the Program Manager and any designated Alternates as part of the Contractor's proposal.

Ensure that in the absence of the Program Manager, only one Alternate has full authority to act on all matters related to the contract.

Ensure all designated personnel can read, write, speak, and understand English.

Establish and maintain master plans and schedules to ensure conformity to contractual obligations.

Manage day-to-day operations of overall BPA support services.

Be available to the Contracting Officer Representative via both telephone and email during standard business hours (0800-1700 EST, Monday through Friday).

Respond to requests for discussion or resolution of technical problems within 24 hours of notification.

Requirements

Position Requirements:

A minimum of a Master’s degree in Business Management, Information Technology, or Engineering.

Maintain a current Project Management Professional (PMP) certification from the Project Management Institute (PMI).

Minimum of twelve (12) years of experience in performing program management support services for IT and Logistic Programs.

Proficiency in Microsoft Office Suite applications, including Word, Excel, PowerPoint, Outlook, Teams, and SharePoint.

Ability to read and interpret government policies, regulations, and directives.

Skills and Competencies:

Strong leadership and organizational skills.

Excellent communication and interpersonal skills.

Proficient in establishing and maintaining master plans and schedules.

Ability to manage multiple priorities in a fast-paced environment.

Strong problem-solving and decision-making abilities.

Preferred Skills/Experience:

Previous experience working with or supporting the United States Coast Guard as a contract program manager.

Veteran or experienced civilian contracting officers (KO) with IT experience supporting USCG, DHS, or other military components are encouraged to apply.
