Human Resources Generalist
Department: Human Resources Reports to: Human Resources Manager
Summary: TheHumanResourcesGeneralistworks inconcert with others in the departmenttoperforma variety of tasks to support the daily operations of the Human Resources department,includingbutnotlimitedtorecruiting,employee life cycleactivities,employeerelations,compensation,andclassification,employeetraining,andpolicyimplementation.This position involves the processing of a large volume of confidential information requiring attention to detail and discretion.Thefunctionsforthispositionrequireathoroughknowledgeoftheterminology,procedures,andpracticesforHumanResourceswithasignificantdegreeofindependenceandaccountabilityforresults.

Essential Functions: -- Essential duties and responsibilities may include, but are not limited to, the following:
Provides support, guidance, and advice to management and employees relative to interpreting and implementing Human Resources programs, policies, procedures, and activities.Implements and administers policies, procedures, processes, and informational data to ensure accuracy, effectiveness, and compliance with applicable laws, regulations, and guidelines.Oversees and maintains various human resources programs.Continuously evaluates operational activities, information systems, and data for accuracy, efficiency, and effectiveness.Prepares, disseminates, and maintains various human resources correspondence, reports, presentations, charts, operational procedures, records, and files.Develops and/or facilitates training sessions, presentations, and orientations to communicate information to various employees, groups, and management.Develops strategies and plans to develop or increase the pool of qualified candidates for hire overall and in response to specific needs.Assists hiring directors and supervisors with recruiting, selecting, and onboarding candidates.Research, compile, and analyze data for salary evaluations.Develops and maintains knowledge and skillsets in the use of the computerized tools, databases, and communications techniques currently used or proposed for use in human resources within the City.Supports the relationship between the City of Odessa and the public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information.Leads and/or serves in departmental and extra-departmental roles that address the workforce's morale, welfare, and recreational needs.Demonstrates competency in the roles of HR Expert, Business Partner and Change Agent as defined by the IPMA-HR Human Resource Competency ModelSupports departmental operations with regular and timely attendance at work.Must have and maintain a cell phone for City use to hold this position.Other duties as assigned by management.This position is designated as "essential personnel" and is required to be available for immediate call-in due to any natural or manmade disaster or any event the Director of Human Resources or the City Manager deems necessary.
Knowledge of:
State and federal laws, statutes, rules, ordinances, codes, and regulations, including but not limited to Americans with Disabilities Act (ADA) and Family Medical Leave Act (FMLA) rules and regulations.Principles of record keeping and confidential records management.Pension and deferred compensation plan management.Microsoft Office applications, including Word, Excel, and PowerPoint.Ability to run reports and analyze data.Principles, practices, and methods of compensation and classification research and analysis.Legal, ethical, and professional rules of conduct.
Ability to:
Maintain confidentiality.Read and interpret documents.Write professional-level reports and correspondenceSpeak effectively in one-on-one and/or group settings.Subtract, add, multiply, and divide into all units of measure using whole numbers, common fractions, and decimals. Choose the right mathematical methods or formulas to solve a problem.Apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.Deal with problems involving many variables in fluid situations.Apply general rules to specific problems to produce answers that make sense and combine pieces of information to form general rules or conclusions, including finding a relationship between seemingly unrelated events.
Skill in:
Time management and project prioritization.Interpreting and explaining HR standards and procedures, applicable federal and state rules and regulations, and City policies and procedures.Providing effective customer service and dealing tactfully and courteously in all contacts.Using sound judgment in applying established guidelines to resolve problems and conflicts.Revising and implementing HR programs, policies, and practices.Using initiative and independent judgment within established procedural guidelines.Establishing and maintaining cooperative working relationships.Communicating effectively verbally and in writing.
Physical demands and working environment: While performing the duties of this job, the employee is regularly required to sit; use hands to operate equipment, handle or feel; reach with hands and arms, see, and talk or hear. May be subject to repetitive motion such as typing and data entry. The employee is frequently required to stand, walk, and sit. The employee must occasionally lift and/or move up to 25 pounds.
While mostly performed in a standard office environment, this job occasionally requires exposure to outside weather conditions. The noise level in the work environment is usually quiet. Hours and days may vary to include night or weekend work.
Education, Training and Experience Guidelines: Associate's Degree in Human Resources, Public Administration, Business Administration, or a related field from an accredited university or college. 3 years of Human Resources Generalist experience. A different combination of education and experience deemed equivalent by the department head may be substituted for that stated. Municipal Human Resources experience is desired.
License and certification requirements:
A valid Driver's License is required.Professional Certification in Human Resources (e.g., PHR, SHRM-CP, IPMA-HR) is highly desired.
