Job Description:Works on-site and performs advanced managerial work overseeing the daily operations and activities of the Immunization Information System (IIS) Data Analytics Team. Work involves managing highly specialized employees; oversight of strategic planning and program implementation; establishing goals and objectives; developing guidelines, procedures, policies, rules and regulations and monitors compliance with procedures, policies, rules and regulations; managing evaluation activities; developing and approving schedules; developing and evaluating budget requests, monitoring budget expenditures and making adjustments as necessary; and setting priorities and developing project plans with timelines and delineation of responsibilities and standards for achieving established goals and objectives. Maintains collaborations with local and regional health departments as well as other external and internal stakeholders. Coordinates with the IIS Analytics Group Manager and IIS Unit Director to ensure that programmatic needs are identified and met. Represents the programs at statewide and national meetings and on special workgroups and panels. Plans, assigns and supervises the work of program staff. Manages the outreach of IIS Data Analytics Team. Provides technical expertise and guidance regarding questions related to the programs from staff and internal and external stakeholders. Prepares information and data in response to internal and external requests and reviews and approves documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency and responsiveness. Identifies areas of needed change and makes recommendations to improve operations. Oversees the development of grants and reports. Manages the preparation, development, review and revision of legislation. This position is supervised by the IIS Analytics Group Manager and works under limited direction with considerable latitude for the use of initiative and independent judgment.

(30%) Oversees the analytical oversight of registry data and evaluation of data systems to ensure compliance with established standards. Oversees staff responsible for daily and routine data analytics andinformatic analysis for the IIS Unit and the Immunization Section. Develops, implements and evaluates all systems and policies for providing data quality reports to all stakeholders. Oversees investigation of all complaints related to program services. Represents the programs in strategic planning activities/meetings related to the provision of data services and systems capacity building. Develops administrative andprogram policies, procedures, guidelines and standards. Oversees the development of programmatic rules in coordination with the Division, Section, Unit, and Office of General Counsel. Oversees internal and external audits and special investigations relative to areas of responsibility, in coordination with the Section and Unit. Responds to suspense and other time-sensitive assignments in a timely manner. Represents the programs on state and national workgroups and at local, state and national meetings.
(25%) Develops and monitors data quality assurance, data analytics and data management procedures, standards, provider and responsible entity outreach and methodologies to monitor compliance with standards and procedures. Oversees the development of the operational plans and reports as required by the IIS Group Manager and IIS Unit Director, federal funding agencies, DSHS, HHS and the Texas Legislature. Examines program performance indicators and progress towards goals and works with program staff to develop improvement plans. Oversees development of special projects for the IIS.
(25%) Supervises assigned staff. Supervision includes: planning, assigning and overseeing the work of program staff; interviewing and selection; developing performance standards; ensuring appropriate orientation processes for new staff; conducting performance evaluations; ensuring the priority goals and objectives for each employee are met; providing performance counseling, mentoring and guidance and staffdevelopment opportunities. Develops procedures and work systems to manage heavy workloads with frequent deadlines. Ensures staff complete agency required trainings. Conducts individual and group meetings with staff on a regular basis to communicate information and oversee activities. Makes recommendations for final hiring decisions, merit awards and employee disciplinary actions to the Branch Manager. Approve staff time and attendance.
(15%) Develops and evaluates budget requests to support IIS activities. Oversees and provides analysis of program budget projections. Creates program expenditure plans for federal and state; works with program staff to monitor program expenditures to assure that requirements for administrative caps and earmarks are met.
(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity ofOperations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
Knowledge Skills Abilities:Experience in the management of a business function, division, or department relevant to the assigned program. Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred. Experience and education may be substituted for one another.
Knowledge of public health, health promotion and education.
Knowledge of program planning, administration and evaluation.
Knowledge of the use of Information Technology in healthcare settings.
Knowledge of project management and problem-solving skills.
Skill in communication with stakeholder groups and in building consensus.
Skill in managing complex projects.
Skill in supervision and team building.
Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems; and in the operation of a computer and applicable software.

Preferred minimum of five years' experience developing business rules and/or business/functional requirements.
Experience leading/managing projects.
Experience preparing business/technical documentation (e.g. procedures, business processes, project documentation, test plans, solution/decision recommendation documents, etc.).
Preferred experience working professionally with a broad range of stakeholders.
Preferred knowledge of immunizations.
