Job Description:The Accounting Director performs highly advanced managerial work providing direction and guidance in strategic operations and planning. Work involves establishing the strategic plan, goals, and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; and coordinating and evaluating program activities and/or business functions. Supervises the work of others. This position reports to the Chief Financial Officer and works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

The position is hybrid with 40% in-office work at DSHS Headquarters in Austin and 60% remote work (telework).

Essential Job Functions:40% Directs program activities and/or business functions within a department(s) or division(s).•Provides vision, leadership, and strategic direction of DSHS's accounting operations.•Directs General Ledger, Claims Unit (includes Travel Office), Revenue Management, Requisitions, Financial Reporting and other required accounting functions.•Directs the development and implementation of financial strategic plans, accounting policies, procedures, and best practices.

15% Oversees the collection, organization, analysis, and preparation of reports and studies, including management, productivity, and financial reports.•Oversees the development and dissemination of financial, workforce, and productivity reports to communicate information and changes, and develop recommendations for program changes to improve performance.•Oversees the data collection, organization, analysis and preparation of major reports and other monthly and quarterly reports financial reports.

15% Reviews results of internal audits to provide overall direction and guidance on financial operations to foster efficient and effective delivery of financial services to the agency.

15% Develops policies, procedures, and guidelines, and monitors compliance. Develops and/or oversees the implementation of long-range and short-term plans.•Works with the CFO to develop and oversee the implementation of the agency and Finance long terms goals in the accounting operations.•Identifies systemic issues, policy conflicts, knowledge and process gaps and deficiencies, and oversees implementation of program improvements.•Develops and oversees the implementation of short-term plans in various functions of accounting.

10% Represents the agency at business meetings, hearings, conferences, and seminars or on boards, panels, and committees. Coordinates activities with the Comptroller of Public Accounts and various federal agencies. Supervises the work of others.•Leads, directs, and supervises financial staff, to include following established HR policy and procedures.•Plans, assigns, and supervises the work of others.•Participates in the employee evaluation process.•Encourages and recommends appropriate training development and/or initiates disciplinary actions, as necessary.

5% Performs related work as assigned.

Knowledge Skills Abilities:Knowledge of State of Texas accounting, budget, and other financial policies and procedures, state and federal funding streams, indirect cost rate, statutes, cost principles, and reporting requirements, generally accepted auditing standards, and principles of leadership and management of personnel.

Skill in interpreting state and federal rules, and regulations, analyzing and evaluating complex programs, policies, and procedures, working with auditors and responding to audit findings, project management, business process improvement, and financial policy development.

Ability to implement and balance change, lead cross functional teams to implement new or improved work processes, establish goals and objectives, organize workload, set priorities, and make sound technical judgements.

Registration or Licensure Requirements:Certified Public Accountant, preferred.

Required Qualifications (Education and Experience may be substituted for one another):1. Graduation from an accredited four-year college or university.2. Minimum of five (5) years of experience managing teams.3. Minimum of five (5) years of progressively responsible experience in accounting.

Preferred Qualifications:1. Degree with major coursework in a field relevant to the position.2. Certified Public Accountant3. Seven (7) years of experience managing teams.4. Ten (10) years of experience with State of Texas accounting.5. Experience working with indirect cost rates.6. Experience leading organizational change management to achieve goals and devise solutions to problems.

Additional Information:•Selected candidates must be legally authorized to work in the U.S. without sponsorship.•The final salary offer for this position must follow DSHS starting guidelines and will be based on candidate qualifications and program area budget at the time of hire.
