culture of respect, integrity, accountability, and transparency.POSITION SUMMARY:The Procurement Manager is responsible for overseeing and managing the procurement process for goods, services, and contracts. This role ensures compliance with organizational policies and external regulations, including USAID procurement rules and regulations, while optimizing cost-efficiency, quality, and delivery timelines. The Procurement Manager will lead vendor management, conduct market research, and implement procurement best practices to meet the organization's strategic needs. This position also includes the training and development of staff, implementing standard operating procedures (SOPs), and ensuring transparent and ethical procurement practices.PRINCIPAL RESPONSIBILITIES:Develop and implement procurement strategies that align with the organization's objectives, ensuring timely and cost-effective acquisition of goods and services.Source, evaluate, and negotiate with suppliers, ensuring contracts are executed according to agreed terms. Oversee the vetting and screening process, including compliance with OFAC and other regulatory requirements. Work closely with HR to align on the hiring, onboarding, and contract management of consultants, ensuring compliance with organizational policies and consultant performance standards.Ensure all procurement activities comply with USAID regulations, including 2 CFR 200, Federal Acquisition Regulations (FAR), and AIDAR, as well as internal policies and ethical standards.Analyze market trends and pricing, negotiate contracts, and manage supplier relationships to achieve cost savings without compromising on quality or service.Identify procurement risks and develop mitigation strategies to protect the organization from supply chain disruptions, vendor non-performance, or compliance issues.Draft, review, and manage contracts to ensure they meet both organizational standards and legal requirements. Ensure proper documentation and record-keeping for audit readiness.Train staff on procurement policies, procedures, and systems, fostering a culture of compliance, transparency, and accountability.Design and implement standard operating procedures (SOPs) to streamline procurement processes and ensure consistency across all procurement activities.Conduct regular market analysis to identify new suppliers, assess risk, and stay updated on trends and pricing fluctuations in relevant industries.Provide detailed procurement reports, including spend analysis, supplier performance, and compliance metrics, to senior leadership.Work closely with internal stakeholders and Contracts & Grants teams to understand procurement needs and ensure alignment with organizational goals.Promote sustainable procurement practices, ensuring environmental and social considerations are integrated into the procurement process.Other duties as assigned.MINIMUM QUALIFICATIONS:Bachelor's degree in Procurement, Supply Chain Management, Business Administration, or a related field. A Master's degree or relevant experience is preferred.Minimum of 7 years of procurement experience, preferably with experience in international development, including USAID-funded projects.Strong understanding of USAID procurement regulations, including 2 CFR 200, Federal Acquisition Regulations (FAR), and AIDAR.Proven leadership experience in managing procurement teams and consultants, fostering collaborative work environments.Proficiency in procurement software and ERP systems. Experience with NetSuite is a plus.Strong data analysis skills to drive decision-making and optimize procurement processes.Experience managing external consultants, including selection, contracting, and performance evaluation.Demonstrated experience working with HR teams on the recruitment, onboarding, and management of consultants.Excellent verbal and written communication skills with the ability to present complex information clearly to diverse stakeholders.Ability to manage multiple priorities, resolve complex procurement issues, and develop innovative solutions.PHYSICAL DEMANDS AND WORK ENVIRONMENT:The physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Salary range starting at $106,000 USD per year based on candidates residing in the US. Compensation for the role is dependent on several factors including a candidate's location, qualifications, skills, and experience.
