Workers' Compensation Manager (Open and Promotional)

The County of San Mateo is currently seeking highly qualified applicants for the position of
Workers' Compensation Manager .
The PositionUnder general direction, the Workers' Compensation Manager will collaborate with all County employees, their managers, health care providers, the third-party claims administrator, and contractors, as well as the County Attorney's Office and other Human Resources staff to ensure fair, consistent, and timely handling of workers' compensation claims.
In addition, the Workers' Compensation Manager will research, investigate, and analyze workers' compensation and disability claims. The Workers' Compensation Manager will also review, improve, and develop policy and procedures, case summaries, statistical and narrative reports, and training manuals and will serve as the liaison to employees, their managers, and the third-party claims administrator on matters pertaining to workers' compensation, temporary work arrangements, return to work, interactive processes, agreements, and other matters related to industrial injuries and related disabilities.
Projects, programs, and duties the successful candidate will manage include, but are not limited to, the following:Perform research on workers' compensation claims filed against the County to include an assessment involving the work performance and conduct of County employees.Prepare reports using enterprise software and responses related to discovery requests and informational subpoenas for review by the County Attorney or outside counsel.Organize, categorize, and summarize research results gathered from case files and other relevant records and documents.Interview injured County employees, their managers, medical care providers, witnesses, and others to obtain information, testimony, and evidence.Collaborate with the County's claims administrator and providers to determine the compensability of injuries to County employees and the appropriate issuance of workers' compensation benefits as outlined by the Labor Code and exercise settlement authority when appropriate.Engage with and assess the placement and monitoring of injured employees in permanent and temporary modified and alternate work assignments; manage return to work for assigned departments.Assist the third-party claims administrator, outside counsel, and the District Attorney's Office with research and reports regarding serious and questionable employee claims, injury compensation litigation, and fraud investigation.Provide Countywide training for managers regarding workers' compensation procedures and guidelines, disability management, and any other applicable program and/or federal and state laws covering injured workers.Attend Workers' Compensation Appeal Board hearings and similar administrative hearings.Represent the County’s Risk Management Division in Countywide meetings, committees, task forces, and special group projects.Produce various letters, reports, charts, tables, graphs, and spreadsheets to illustrate research findings and ways to mitigate costs using Origami Risk or similar enterprise software.Use database applications, math, and statistical computations.Organize and prioritize tasks and activities and establish and meet crucial deadlines with minimal supervision.Minimum Qualifications:Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.
Experience:A typical way to qualify is at least two years of experience (five years preferred) managing workers’ compensation claims including evaluation of injuries, coordination of benefits, placement of employees in alternate employment, and fraud management.
Knowledge of:State of California Worker's Compensation laws and American with Disabilities Act (ADA) rules and regulations governing self-insurance.Medical terminology and proper treatment protocols for industrial injuries.Principles of ergonomics and ergonomically related issues.Liability potential of industrial health hazards.Statistical methods and analysis as applied to the fields of safety and risk management.Investigative and surveillance techniques as they relate to claims, including current research, trends, and methods in the field of Worker's Compensation.Environmental, sociological, physical, and psychological factors encountered in implementing a Workers’ Compensation Self-Insurance Program in a multicultural work environment.Principles, practices, and techniques of budgeting, accounting, management analysis, and organizational design necessary to formulate, implement, and evaluate administrative policies.Research and report writing techniques.Basic principles of math and statistical computations.Methods of report presentation.Principles of public and personnel administration.Skill / Ability to:Plan, develop, and organize Workers’ Compensation programs.Interpret and apply provisions of federal, state, and local legislation, rules, and regulations pertinent to the administration of division policies and procedures.Evaluate program effectiveness utilizing outcome data and implement modifications as necessary.Analyze new and revised statutes and proposed legislation in the areas of Workers’ Compensation to determine effects on County programs and departments.Act as a consultant and trainer to other County staff.Implement caseload management techniques.Analyze problems and needs of injured employees and develop courses of action that lead toward constructive solutions.Communicate effectively, both orally and in writing.Perform mathematical calculations accurately.Learn Federal, State, and local laws, regulations, procedures, and guidelines related to Workers’ Compensation and Americans with Disabilities Act.Analyze a wide variety of moderate to complex administrative and operational problems and develop practical recommendations for their resolution.Prepare clear, concise, complete, and accurate reports and presentations.To apply for this exciting career opportunity, the following materials must be submitted online at
