Salary: $1,886.54 - $2,748.08 Biweekly Location : Charleston, WV Job Type: Full-Time Permanent Job Number: DOT25SP016A Division: West Virginia Department of Transportation District/Subdivision: Information Technology Division Opening Date: 09/26/2024 Closing Date: 12/31/2024 11:59 PM Eastern Nature of Work The Transportation Information Systems Specialist 1 performs intermediate level duties analyzing, installing, implementing and maintaining Information technology platforms and applications for a large agency. Troubleshoots hardware and software problems; evaluates overall effectiveness, strengths and weaknesses of software systems; analyzes compatibility with the hardware and software of current installations. Researches, writes reports and procurement requests, and evaluates responses for the purchase of technology systems. Conducts business process analysis to determine the best fit of technology to improve the functions of the agency. Conducts user training. May require advanced specialization in an area of technical expertise such as networking, data communications, telephony, hardware support, or specialized software support such as engineering and content management. It is the responsibility of the employee to take the initiative to suggest alternative solutions from traditional methods or technologies when applicable. Performs related work as required. Pay Grade 16 Typical Duties and Responsibilities Participates in the review and implementation of information technology and networking requests for hardware and software. Reviews requests for hardware and software for compatibility with established systems Meets with users to document and clarify workflow and procedures Researches alternative hardware and software solutions Evaluates new computer features and devices to ensure compliance with state and federal standards. Writes complex reports for management recommending a course of action Develops major procurement documents and related justifications and makes recommendation to superiors for award Designs wiring plans for network and telecommunications, and calculates load requirements, prepares specifications and develops installation plans Coordinates installation with hardware and software vendors and the WV Office of Technology Supports end-users regarding system problems and/or security for specialized computer systems Acts as the liaison between the user and other entities (hardware/software vendors, Office of Technology, other systems) to get the problem identified and resolved May work as a team lead or agency representative coordinating activities of staff members during design and implementation of projects Monitors system(s) operations via management software systems and hardware monitoring. and takes appropriate corrective actions Tests new hardware or software supplied by vendors to determine the scope of capabilities, accuracy of functions, and level of user literacy required to operate the system Develops and maintains information technology systems documentation Develops and maintains Information System training modules and instructional materials. Conducts or assists in training of computer applications Maintains knowledge of current information technology systems and best practices by researching technical literature, attending classes, and contacting technical staff in state, federal and private entities for information Installs and configures hardware and software. Work involves isolating and defining unknown conditions, resolving critical problems, or developing new theories Travel may be required; therefore, a valid driver's license is required Required Skills and Knowledge Knowledge of capabilities and limitations of computers and related devices Knowledge of networking, information processing and communications concepts and standards Knowledge of PC and mainframe operating systems Knowledge of computer hardware, software and its terminology Knowledge of data communications, theory, protocols, industry standards and terminology Knowledge of electronics and electricity, and communications technology and terminology Ability to evaluate complex information systems and understand their structure, component parts and inter- relations Ability to analyze and evaluate work environments, computer systems, user requirements and information processes Ability to diagnose and resolve technical problems, which may be of a highly complex nature Ability to establish and maintain effective working relationships with subordinates, superiors, user community Ability to clearly report activities and identify potential problem areas to manager Ability to communicate clearly, both orally and in writing Ability to analyze information problems and apply technical information solutions Ability to compile information and interpret technical information for non-technical staff in a user-friendly format Ability to troubleshoot system problems and coordinate resolution with technicians, networking and software/hardware vendors Required Education and Experience REQUIRED TRAINING/EDUCATION Bachelor's degree from an accredited college or university in information technology or a related field. Substitution: Experience in information technology may be substituted for the required training/education through an established formula. REQUIRED EXPERIENCE Four (4) years of full-time or equivalent part-time paid experience in computer programming, office automation, planning and purchasing and implementation of hardware and software, teleprocessing, or system analysis. Substitution: Successful completion of graduate coursework may be substituted for the required experience through an established formula.
