Job Summary

PPL is seeking a Director of Operations to support the day-to-day activities of Resident Services, focusing on systems, policies, data collection, and evaluation. This role ensures compliance with regulatory requirements and meets departmental and organizational goals and quality standards. The Director will initiate and manage relationships with government funding partners, overseeing all fundraising, reporting, and compliance with the highest standards for government contracts.

Additionally, the Director will contribute to the development of departmental strategies and lead the creation of operational procedures and policies within established quality standards and objectives. This position requires expertise in housing programs, database systems, evaluation, and management to establish, maintain, and oversee effective systems that help Resident Services achieve its mission of providing high-quality, permanent, affordable, and supportive housing to individuals and families.

Essential Duties and Responsibilities:

Program and Operational Managemen t

Lead our strategic government fundraising and funding partnerships with MHFA, HUD, County Entities, DHS, and others. Ensure compliance with all government contracts and reporting. Cultivate partnerships with external organizations to expand the services available to PPL residents, to augment the services that PPL staff can offer. In partnership with the Resident Services Leadership Team, evaluate and revise, as needed, the design of service models in response to funding, housing growth, organizational priorities, and competing obligations. Oversee department data management in multiple databases to document service delivery, report outcome measures to internal and external stakeholders, and analyze data to inform decisions. Lead development of Apricot database forms and reporting for department and evaluation processes and tools. Contributes to the design, coordination, and monitoring of departmental goals, staff data dashboards, and development of the annual work plans Partners with Senior Director with design and analysis of departmental management systems, processes, and tasks to support growth, ensure financial viability and improve services to internal and external customers. Build and oversee admin support on a variety of internal resources across and supports across Resident Services Lead the development and refinement of quality assurance and compliance processes. Provide project management on initiatives and special projects. Assist with the financial planning, budgeting, forecasting, and strategic planning needs of the department through involvement with the department Leadership Team. Work with the Senior Director and Fundraising Team to produce outcome reports for philanthropic funders and other stakeholders. Participate with Senior Director of Resident Services with Real Estate Development and Property Management on new housing projects. Assist in the day-to-day operations of the Department, including, but not limited to, administrative tasks and staff project support. Supervision and Unit Leadership

Lead the Resident Services Data & Compliance Teams. Provide direct supervision to multiple staff. Hire, train, and support direct reports to maintain quality within the program, and encourage growth and development. Complete performance evaluations and provide appropriate coaching and counseling to ensure all staff can perform at satisfactory levels, and identify when discipline is appropriate. Identify needs for training and case consultation. Develop and support 'Best Practices' and standards of service. Work in partnership within the Resident Services Department and across the organization to increase efficiency and effectiveness when possible. Minimum Qualifications & Experience

BA/BS degree in social work, human services, management or a related field (additional experience may substitute for education). 4+ years' experience in Human Services or other closely related field. Ability to use: Strong computer skills, including competency in the use of Outlook, Teams, Microsoft Word, and Excel. Competency in the use of databases: Apricot, HMIS, and/or other database systems. Ability to develop and maintain detailed statistical data and quantitative information. Analytical skills to compare data over time, and present results in an easy-to-understand manner. Budget and financial accounting experience.

Salary: $80,000 - $90,000/yr. DOQ

PPL's work structure has evolved into a Hybrid Model where available, striking a balance between on-site presence at the office or satellite locations and remote work from home based on the program's needs. Working with your supervisor to find the right balance for your team will evolve over time.
