General description Join the Fiscal Management Division team as a Systems Analyst VI! Work involves overseeing the planning and analysis of functional and system requirements, procedures, and problems to automate processing or to improve existing systems. The system design and development will ensure that CAPPS produces accurate data, performs efficiently, and adheres to all applicable state and federal policies. Work involves significant collaboration with other divisions within Comptrollers Office and other state agencies. Qualifications: Minimum Qualifications Education: Graduation from an accredited college or university with a bachelors degree. Experience: Six years of experience with process or systems analysis work in any one or combination of the following: general ledger, budgeting/commitment control, requisitions, purchase orders, accounts payable, asset management, project costing, inventory, travel expense, and employee/manager self-service systems. Two years of experience working with at least one of the four PeopleSoft FIN core modules on version 9.2 or higher. Experience writing Functional Design Documents. Experience participating in ERP initiatives. Experience supporting ERP systems in a production environment Preferred Qualifications Education: Graduation from an accredited college or university with a bachelors degree in Business, Public Administration, Communications, Computer Science, Computer Information Systems, or Management Information Systems. Experience: Experience developing requirements, analyzing, designing, developing, testing and implementing components of one or more of the Comptrollers statewide financial systems (Centralized Accounting and Payroll/Personnel System, Human Resource Information System, Standardized Payroll/Personnel Reporting System, Uniform Statewide Payroll/Personnel System, Texas Identification Number System, State Property Accounting System and Uniform Statewide Accounting System). Experience writing queries via SQL Developer and analyzing data using one of the four PeopleSoft FIN core modules. Experience working with Texas state government processes, policies, and procedures. Experience creating training curricula, conducting training class s, and evaluating training classes or programs. Substitution: One additional year of systems analysis, design or testing experience may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years). Marginal or corrected visual and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers. License Requirements: ITIL Training as outlined in the CAPPS ITIL Journey is required to be completed by December 31 of every year following six months of new employee probationary period. The Information Technology Infrastructure Library (ITIL) is a set of detailed practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM) that focus on aligning IT services with the needs of the business. Certification is not required, but ITIL training to enable resources to practically apply the principles as part our Service Desk structure is required. These classes are in addition to, and do not substitute for any training requirements at the division or agency level. Preferred Certifications: PeopleSoft Financials functional certification(s), Project Management Professional (PMP), Certified Public Accountant (CPA), and/or Certified Government Financial Manager (CGFM). In this role you will: Administrative and leadership support: Motivates and encourages team members; reinforces team goals, mission objectives and deadlines; and provides performance and workload status reports to Management. Duties include, but are not limited to: Assists in monitoring workload distribution, module coverage, ticket aging, customer experience and escalations, and system critical issues. Assists in ensuring team consistency on critical processes and procedures. Assists in the coordinating the availability of staff to ensure knowledgeable and adequate representation is available for all scheduled meetings, War Rooms, weekend/evening work, agency holidays, etc. Assists in the coordination of Production Support projects. Assists with the scheduling and agenda of team meetings to discuss outstanding, new, or recently resolved issues, upcoming or current projects, testing efforts and overall team status. Ensures quality customer service, including interaction with customers, answering customer inquiries, and effectively handling escalations as appropriate.
