As Texas chief tax collector, accountant, revenue estimator, treasurer and purchasing manager, the agency is responsible for writing the checks and keeping the books for the multi-billion-dollar business of state government. Hours are subject to change based upon business need or division determination Qualifications: Minimum Qualifications Education: Graduation from an accredited college or university with a bachelors degree. Experience: Five years of supervisory or team lead experience providing supervision, guidance and serving as a mentor and motivator to section employees; including experience with performance evaluations, or coaching, and counseling for improved performance. Five years of experience with contract administration, management, evaluation, and monitoring of contract providers. Responsibility includes managing contracted workforce in a hybrid work environment. Some experience developing and maintaining positive working relationships with internal and external customers, coworkers, and staff. This would include maintaining a good working relationship with vendors. Preferred Qualifications Preferred Education: Graduation from an accredited college or university with a degree in Business, Finance, Accounting, Management, Computer Science, Law, Information Systems, or Information Technology. Preferred Experience: Some experience planning functions to meet performance targets and improve operations while following division and agency policy and procedure; plans and develops the budget and business plan for the section. Some experience working with PeopleSoft (Human Resource/Payroll, Financials, ELM, Recruit). Some experience working with State of Texas statewide financial systems (USAS, SPRS, HRIS, SPA, TINS, or Centralized Accounting and Payroll/Personnel System (CAPPS)). Texas State Government Information Technology contracts. Experience leading and managing large, complex projects. ITIL processes and tools. Contract management of Cloud Services. Substitutions One additional year of supervisory or team lead experience may substitute for thirty semester hours of the required education, with a maximum substitution of 120 semester hours (four years). Licenses and Certifications Certified Texas Contract Manager (CTCM) certification must be in good standing or obtainable within 1 year of hire. ITIL Training as outlined in the CAPPS ITIL Journey is required to be completed by December 31 of every year following six months of new employee probationary period. The Information Technology Infrastructure Library (ITIL) is a set of detailed practices for IT activities such as IT service management (ITSM) and IT a set management (ITAM) that focus on aligning IT services with the needs of the business. Certification is not required, but ITIL training to enable resources to practically apply the principles as part our Service Desk structure is required. These classes are in addition to, and do not substitute for any training requirements at the division or agency level. SUMMARY OF PHYSICAL REQUIREMENTS Employees are required to use their personal mobile phones as a part of 2 factor/multi factor authentication for accessing CPA systems securely. You will also receive critical/emergency calls/texts on your cell phone to ensure immediate communication. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This position requires the incumbent to primarily perform sedentary office work; however, mobility (standing and walking) is routinely required to carry out some duties. It requires extensive computer, telephone, and client/customer contact. It requires the ability to bend, stoop, kneel, and reach as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Marginal or corrected visual and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers. In this role you will: Provides oversight of SFS audit compliance, division security coordinators, contract management, vendor management and contract administration. Leads, teaches, and mentors staff in duties including but not limited to: The creation of new contracts and processing existing contract amendments. Contract administration activities, including the review and handling of contract deliverables for accuracy, completeness, consistency; and adherence to processes and procedures, standards, and compliance. Prepare contract scope of work, requirement specifications, terms and conditions, amendments, procurement documents; evaluate vendor solicitation responses and lead contract negotiation strategies. Contract performance monitoring activities, including developing, tracking, monitoring, and reporting key metrics, service levels, and vendor performance. Facilitate the handling of SFS annual CAPPS SOC1 Audit, Single Audit, and other ad-hoc audits (i.e., Internal Audit/SAO). Coordinate vendor management and contract issue troubleshooting in a timely manner, including researching, determining appropriate course of action to resolve issues, working with vendors to mitigate issues, and communicating status of issues to management. Investigate and resolve contract discrepancies, complaints, and disputes by negotiating settlement agreements or canceling or terminating contracts. Serve as a contract liaison between SFS management and contractors. Oversee SFS Division Security Coordinator (DSC) activities. Plan, develop, and conduct presentations. Oversee the preservation of all SFS contract and audit documentation, and Contract Compliance process and procedures documentation. Provides supervision and guidance to section employees. Manages day-today activities of staff, monitors work performance, conducts timely evaluations, develops competencies, and resolves employee issues according
