What You'll Do:

Under general supervision of the Sourcing Supervisor, reviews & analyzes proposed Architect and Engineering (A/E), Construction Management (CM) and personal service contracts & amendments to ensure accuracy & for adherence to agency, state, federal statutes, regulations, rules, policies and/or proceduresResponds to inquiries from contractors, A/E's, construction managers and project coordinatorsProvides direction in completing required forms & documents, makes recommendations & negotiates necessary changes & adjustments, processes construction schedule of values, subcontractor & material supplier declarationCoordinates & consults with participating offices (i.e., Facility Management, State Fiscal Office) and other entities representing other funding sources and prepares legally binding contracts for approvalReceives & opens formal bids & proposals in accordance with established proceduresCompiles information for Controlling Board review & approvalEnters purchasing information into the Ohio Administrative Knowledge System (OAKS) FIN and CIProcesses invoices & change orders, maintains budgetary controls (e.g., increase/decrease amounts specified in contract or purchase order)Processes liability insurance certificate updates, organizes & maintains various documents for projects, handles problems/issues arising during project life cycle & follow-up on issues and concerns.Provides technical assistance in preparation of newspaper advertisement for competitively bid projects, bidders list, bid tabulation, notice to proceed and contract encumbrance; assists in review of state & federal laws, regulations & policies affecting construction contractingProvides mandatory use & compliance review (e.g. MBE/EDGE, OPI, OOD, CRP, OSS)Travels to attend and facilitate public pre-bid and bid opening meetings.Provides program monitoring to ensure compliance by contractors in the submission of required documentation (i.e., wage rates, EEO certification, workers compensation certificate, schedules, bid bonds, required insurance, prevailing wage and EDGE requirements) included in sealed competitive bids and pay requestAssists in the development & maintaining of construction contract tracking system for reporting, amendments, cancellations, extensions, pay requests, and any other entity associated with on-going contracts.Performs other related duties as assigned (e.g., travels to attend meetings, conferences, and trainings; operates personal computer to produce correspondence, reports, and other documents; maintains logs, records, and files).At the State of Ohio, we take care of the team that cares for Ohioans. Qualifications

The following are the minimum qualifications for this position. For further consideration, applicants must clearly identify how qualifications are met within the education and/or experience sections of the applications. The ideal candidate, at minimum, must meet one of the following options.

Completion of associate core program in public or business administration, purchasing/procurement, materials management, contracting, acquisition management, logistics, strategic procurement, purchasing management, supply chain management or other sourcing related field.OR

At least 18 months experience in purchasing/procurement/sourcing.OR

At least 6 mos. exp. as Sourcing Associate, 64511.OR

The equivalent of Minimum Class Qualifications for Employment noted above.

Knowledge of:

Public relations*; sourcing principles; state & agency sourcing policies, procedures & regulations*, ERP systems* (e.g., OAKS FIN)

Skill in:

Operation of electronic devices (e.g., computer, tablet, cell phone); applicable software applications (e.g., spreadsheets, databases, word processing); OAKS BI reporting*.

Ability to

Define problems, collect data, establish facts & draw valid conclusions; gather, collate & classify information according to established method; calculate fractions, decimals & percentages; write routine business correspondence & reports following standard procedures; identify noncompliance & formulate response; give verbal instructions associated with sourcing procedures; develop & maintain good rapport with internal agency customers & vendors.

Pay Information

This position is in the State of Ohio's Bargaining Unit Pay Schedule, Pay Range 28. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $31.97 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
