Manage a technical support team who maintains a large business system for the department and supports a large group of users (employees and outside customers). Ensures the consistent and successful administration of the department's business technology system(s) by directing, planning, guiding and coordinating activities for the department's business system support functions through best practices; applies proven communication and problem-solving skills to guide and assist the technical support team in supporting the needs of the system's users. Applies proven project management skills to coordinate system upgrades and other project activities, working closely with other County departments to manage project schedules and resources to meet deadlines.
Note: This position has been designated by the Manatee County Commission as serving at the will and pleasure of the County Administrator. Employees so designated may be terminated at any time with or without cause.
Working ConditionsIndoor/outdoor situation; high noise environment while performing certain responsibilities. Work encompasses advanced technical, scientific, legal, or mathematical concepts.
Job Description

Key E-Builder and Procore responsibilities include:
Conduct onboarding and training of new users.
Provide ongoing user support, troubleshooting, and training for existing users.
Develop and Maintain training documentation.
Analyze current business processes identify and document requirements, create new workflow processes, and revise existing processes to meet identified needs.
Identify opportunities to leverage additional modules and functionality across the program.
Work with management team members to identify opportunities, facilitate adoption of best practices, and extend the use of E-Builder to other County departments.
Coordinate and execute user acceptance testing of major changes and enhancements (i.e., new workflow processes).
Perform GAP Analysis activities to identify and document any possible requirement gaps as well as provide creative solutions to ambiguous business problems.
Review E-Builder ongoing releases to understand new functionality for incorporation into County environment.
Buildout and maintain system templates (i.e., document folder structure, permissions, budgets, cash flow, schedules, mail merges).
Create and modify reports and dashboards to provide visibility into key operating metrics.
Implement system change management processes and controls, create/maintain system configuration documentation.
Liaise and coordinate with other County departments, vendors and consultants on strategic systems initiatives to enhance the design and construction projects delivery.
Performs other related work (including weather or extreme emergency duties) as required.
Minimum Qualifications
Bachelor's Degree in Business Administration, Accounting, or a closely related field.
Minimum of 5 years recent experience with progressively increasing responsibilities dealing with E-Builder and Procore project management software (I.e., implementation, project management, and program management). Specific background (education or experience) in engineering and construction project management demonstrating a knowledge of design and construction projects industry practices.
Minimum of two (2) years supervisory or lead experience.
Valid driver's license with valid Florida driver's license within 30 days of hire.
Equivalent combinations of education and experience may be considered.
