Position Summary:We are looking for a Chief Executive Officer that will provide visionary leadership and strategic direction for all facets of CEC Healthcare (CEC). This pivotal role involves crafting and executing goals that align with CEC’s mission while fostering robust communication among staff, the Board of Directors (Board), and the diverse communities we serve. The Chief Executive Officer will ensure CEC’s fiscal, administrative, operational, and programmatic integrity, establishing it as a beacon of health and wellness.

Responsibilities and Priorities:

Collaborate with the Board on innovative strategies and policy development.

Execute the policies established by the Board with integrity and diligence.

Collaborate with Board Chairperson on convening regular meetings of the Board and its committees, ensuring effective governance.

Provide or delegate staff support to board committees and work groups to enhance collaboration.

Partner with the Chief Medical Officer to drive quality improvements in health services and ensure regulatory compliance.

Inspire and guide staff in developing comprehensive plans and initiatives that fulfill our commitments to patients, families, and stakeholders; oversee the meticulous crafting of budgets and programs.

Collaborate with the Chief Financial Officer to cultivate financial sustainability and growth strategies that ensure CEC’s long-term viability.

Formulate strategies to optimize reimbursement and revenue while diligently monitoring cash flow and expenses.

Build and nurture productive relationships with the Board, regional health care providers, funding agencies, and community organizations.

Engage regularly with the senior management team to review activities, set strategic agendas, and monitor progress toward organizational goals.

Actively participate in strategic planning and human resources development with senior leadership.

Active involvement in recruitment, hiring, development and evaluation of senior management staff, fostering a culture of excellence.

Lead strategic initiatives in fundraising and grant development to support CEC’s mission.

Collaborate closely with the Development Department to enhance marketing, communications, and public affairs efforts.

Represent and advocate for CEC in community, governmental, and health-related venues, championing our mission.

Undertake additional duties as requested, demonstrating flexibility and commitment.

Knowledge, Skills, and Abilities Required:

A Master’s Degree is required (Doctorate preferred); at least 10 years of management experience in health care or related field.

Exceptional interpersonal and leadership skills, with a minimum of 10 years of supervisory experience.

Knowledge of FQHCs and community-based programs for individuals with developmental disabilities, and mental health and substance abuse disorders.

Capacity to lead effectively in both administrative and policy domains, earning the respect of colleagues and experts.

Proven ability to identify funding sources and execute successful development and fundraising strategies.

Outstanding communication, management, and problem-solving skills.

Expertise in developing policies and programs that comply with HRSA, NYS Department of Health, NYS Office of Mental Health, and NYS Office of Addiction Services and Supports requirements.

A proactive approach to initiating new programs that enhance health services in alignment with CEC’s mission.

A steadfast commitment to respecting the rights of patients, families, and guardians, ensuring the delivery of person-centered services.

An ability to engage positively with individuals from diverse socio-economic, cultural, and religious backgrounds.

Overview

CEC Healthcare (CEC) is a not-for-profit organization with an annual budget of $25 million, employing over 200 staff members dedicated to providing comprehensive health care through its wide range of services, which includes a Federally Qualified Health Center.

Primary medical and specialty medical services are offered, along with behavioral health care, community outreach, assessment and referral services, care coordination and mental health residential programming. CEC focuses on delivering care with excellence and compassion to underrepresented populations, including individuals with intellectual and developmental disabilities, serious mental health issues, and substance use concerns.

As a subrecipient of Sun River Health, CEC operates licensed Article 28, Article 31 and Article 32 clinics through the New York State Department of Health, OMH and OASAS agencies. Our locations in Bethpage, Glen Cove, Seaford and Hauppauge, ensure broad access to essential health services for the community.

Key aspects of CEC's FQHC approach includes:

Integrated Care Delivery : Utilizing a culturally informed model to address the unique primary medical care, dental, neurology, podiatry, women’s health, dermatology, and behavioral health needs of each individual.

Accessibility : Services are available to all community members, accepting Medicare, Medicaid, Medicaid Managed Care, and private insurance plans.

Support for Low-Income Individuals : Emphasizing preventive healthcare and wraparound supportive services to promote healthy lifestyles.

These services are tailored to the needs of individuals facing various challenges, ensuring that they receive the care and resources necessary for their well-being.

Other essential services offered include:

Certified Community Behavioral Health Clinic (CCBHC) and Outreach Programs : Engagement with the community members who benefit from attaining access to behavioral health services and resources.

Residential Services : Offering NYS OMH congregate and supportive living for individuals requiring supports to live successfully in the community.

Care Coordination : Helping clients navigate the healthcare system to access necessary services and support, ensuring continuity of care.

Assertive Community Treatment (ACT) Program : Providing an integrated set of behavioral health treatment, rehabilitation, case management, and support services delivered by a mobile, multidisciplinary mental health treatment team.

Through these initiatives, CEC is committed to fostering holistic health outcomes and improving the quality of life for those it serves.
