Description
This position performs a variety of analytical duties in the development, update, modification, reporting, and support for data collection systems (Cityworks, WIMS, SCADA, TARGET SOLUTIONS, etc.) within Columbia Water which includes the Lake Murray Water Treatment Plant (WTP), the Canal WTP, and the water distribution facilities/systems; assists in the planning, development, management and coordination of the Columbia Water's asset management program aimed at optimizing the life-cycle cost of the department's physical assets. The incumbent works closely with the City's Department of Information Technology, Divisional Planners/Schedulers, Physical Asset Coordinator and Asset Manager. This position reports directly to the Lake Murray WTP Superintendent. (Or Canal Superintendent for their position)
The work is considered medium in nature and the physical demands for a Data Acquisition Specialist may include sitting for long periods of time, using a computer and keyboard, and conducting fieldwork, which may involve standing, walking, and lifting equipment up to 50 pounds. The work requires the following physical abilities to perform the essential job functions: balancing, crouching, feeling, fingering, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, speaking, standing, stooping, talking, visual acuity, and walking.
Work environment may involve exposure to bright/dim light, dusts and pollen, extreme heat and/or cold, wet or humid conditions, extreme noise levels, vibration, fumes and/or noxious odors, moving machinery, electrical shock, heights, toxic/caustic chemicals, disease/pathogens, confined spaces; and is dynamic that requires sensitivity to change and responsiveness to changing goals, priorities and needs.
Essential Job Functions
Oversees management of database systems that collect, report and archive all data required for operation and maintenance of the Water treatment plants, and water distribution facilities/systems;Participates in the development of data input and reporting functions necessary for the maintenance of physical assets of the Water treatment plants and the water distribution facilities/systems;Compiles and analyzes a variety of data related to the utilities, uses data to provide reports and make recommendations for continued management of physical assets within the various utility facilities/systems;Provides oversight, guidance and training to division subject matter experts (SMEs);Reviews information from contractors and consultants to ensure compliance with computer maintenance management system (Cityworks) standards, procedures and policies established under the asset management program;Participates in the development and implementation of asset management program goals, objectives, policies, and priorities;Participates in the development and maintenance of system standards for each software system;Identifies and researches specific requirements for projects;Participates in the creation of system workflows, business process and reporting specifications;Develops and maintains reports using Crystal Reports, XML, MS Access;Understands the GIS schema necessary to support asset management via Cityworks;Oversees maintenance of databases for maintenance history, work orders, logs, equipment records and facilities inventory;Ensures compliance with departmental policies and procedures to capture relevant information for decision-making in planning capital equipment/facility acquisition, operation, maintenance, repair and replacement work;Schedules and coordinates upgrades and/or repairs to the Water Information Management Systems (WIMS) at the treatment plants;Troubleshoots area-specific technical issues within WIMS and Cityworks and coordinates remediation with internal departments or outside vendors; conducts and coordinates testing with division representatives, and coordinates software implementation and maintenance updates;Coordinates with division SMEs, adjust and improve the configuration of Cityworks as required;Generates reports and dashboards of metrics/KPIs from Cityworks as required or requested;Serves as a resource to be able to capture information from within the various SCADA systems;Work closely with Supervisors to ensure CityWorks contains accurate counts of inventory, the right level of materials and parts are carried, and that appropriate quantity re-order triggers are defined;Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility;Performs general administrative / clerical work as required, including but not limited to preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, conducting and attending meetings, etc.;Attends training, conferences, seminars, meetings, etc., to maintain awareness of changing trends and legislation in the field of community planning and development;May require additional work hours outside of the regular work schedule and;Performs other related duties as assigned.Qualifications
MINIMUM REQUIREMENTS TO PERFORM WORK:
Associate's degree in engineering technology, information systems technology, or closely related field OR any equivalent combination of education, training, or work experience that is equivalent to the satisfactory completion of two (2) years of college education with an emphasis in engineering technology, information system technology, asset management, or closely related field;Four (4) years of prior experience with maintenance management, CMMS (e.g. Cityworks) and asset management;Valid South Carolina Class "D" Driver's License.Knowledge, Skills, and Abilities
Ability to handle or use machines, tools or equipment requiring brief instruction or experience, such as computers for data entry, fax machines, copiers, telephones or similar equipment; may service office machines, including adding paper and changing toner;Ability to perform using advanced technical, scientific, legal, or mathematical concepts;Ability to implement specific policies, programs, or initiatives of the organization;Ability to resolve problems, determining the issue and creating an individual solution for the issue;Demonstrated knowledge of written and verbal communication skills necessary to adequately exchange information with management, staff, vendors, and consultants;Demonstrated knowledge of the principles and practices of asset management;Understand the relationship of assets within the various utility systems; andDemonstrated knowledge of principles, practices, and procedures pertinent to the installation, maintenance, repair, modification, and overhaul of water plant and water distribution equipment.
