Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS) * and applicants must meet the following minimum qualifications to be considered for this position:This title includes a traineeship opportunity, and applicants will be appointed to the appropriate level * based on their experience and education. Required experience: Professional human resources experience. Master's and higher-level degrees will substitute for one year of required experience. *Human Resources Specialist level requirements:• Human Resources Specialist Trainee 1 (equated to SG-13): bachelor or higher degree. • Human Resources Specialist Trainee 2 (equated to SG-14): bachelor or higher degree and one year of required experience.• Human Resources Specialist 1, SG-18: bachelor or higher degree and two years of required experience. Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 52.6, 70.1 or 70.4 of the Civil Service Law.Individuals who possess a bachelor’s degree or higher AND have 55b/c eligibility are encouraged to apply. Duties Description The incumbent will carry out the full range of leave management activities for the Office of General Services and its host agencies. Duties will include, but are not limited to, the following:• Serve as the Medical Liaison between business units and employees to ensure that medical documentation related to medical leaves is filed in accordance with OGS policies.• Ensure that employee transactions are processed accurately and in accordance with Civil Service rules and applicable bargaining unit contracts.• Oversee review and approval of FMLA, Workers’ Compensation, military, and parental leave. In addition, administer requests for Sick Leave at Half Pay, Leave Donations, Short and Long-Term Disability, Paid Family Leave and Paid Parental Leave.• Provide guidance related to medical documentation in accordance with OGS rules and regulations.• Draft EHS requests.• Oversee Civil Service Section 71/72/73 processes related to employees.• Perform other duties and special projects as required.
Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State.
