Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:This title includes a traineeship opportunity, and applicants will be appointed to the appropriate level** based on their experience and education. Contract Management Specialist 1: A bachelor's degree and two years of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms. (Juris Doctor, master’s, or higher degree in a related field can substitute for one year of specialized experience) Contract Management Specialist Trainee 1 - (equated to SG-14): A bachelor's or higher degree.** Contract Management Specialist Trainee 2- (equated to SG-16): A bachelor's degree and one year of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms. (Juris Doctor, master’s, or higher degree in a related field can substitute for one year of specialized experience)Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service and eligible for transfer under Section 70.1, 70.4 or 52.6 of the Civil Service Law.

Duties Description • Assist in the financial administration of the Grant-in-Aid program by conducting fiscal reviews of grant applications and developing contracts. Depending on Unit priorities, the CMS may also be asked to administer the contracting aspects of various other programs that provide services to Older New Yorkers. • Oversee and maximize Minority and Women Owned Business Enterprises (MWBE) and Service-Disabled Veteran Owned Businesses (SDVOB) participation in contracts, including preparing agency goal plans and reporting for MWBE, SDVOB and other Empire State Development requirements as needed.• Evaluate contracts/documents to ensure administrative requirements are incorporated consistent with State Finance Law and related policies and bulletins.• Manage contracts/documents within acceptable timeframes and according to financial standards. Work directly with Program areas, Legal, and contractors to resolve fiscal, programmatic, and legal concerns while maintaining agency objectives.• Maintain clear and timely communication with supervisor regarding workload issues, including availability for other assignments.• Participate in the development of application materials, grantee notifications, review applications, develop contracts or grant approval packages and process these documents through internal and external approval. Use the Statewide Financial System application modules to accomplish many of these tasks. Prepare monthly status and expenditure schedules to share with program and fiscal staff. Provide ongoing technical assistance to grantees. • Review budget modifications and contract amendments to determine the impact on the contract and ensure continued compliance with applicable laws, rules, and regulations.• Prepare and/or review the procurement record for grants/non-grants and contracts to ensure that all applicable laws, rules, and regulations are adhered to and that the proposed contracts represent the best value to New York State. • Provide guidance, technical assistance and training to agency and contractor/bidder staff to facilitate the contract and procurement processes, ensuring that all applicable requirements are met.• Special projects as assigned.• Up to 10% travel may be required.
