The Division of Medicaid has an exciting opportunity for six
business analysts
to join the Bureau of Medicaid Enterprise Systems (BMES) Projects Team located at our downtown
Boise
office. We are searching for applicants who possesses exceptional critical thinking, communication, adaptable and analytic skills to evaluate system operations. These positions will work directly with program staff, stakeholders, and vendors to analyze, plan, coordinate, develop and implement required changes within the Medicaid Enterprise Systems to support administrative needs and the execution of our current procurement of a new Enterprise System. This new system will provide the opportunity for an Analyst that enjoys being on the cutting edge of technology and executing projects that will shape the outcome of Idaho's claims and data systems for the next 20-30 years.
This position may be eligible for telework after successful completion of probation
but requires residency in Idaho. If relocating to Idaho, the Department of Health & Welfare does not reimburse the cost of relocating. The department does not sponsor anyone with a work visa.

Provide the research and analysis of the Medicaid Enterprise Systems module components.Participate and supports the requirements gathering and validation activities.Review module and services vendors' deliverables including configuration or customization designs, test plans, test results, training materials, and implementation plans.Participate in UAT for the Medicaid Enterprise Systems Modernization Project.Perform complex program analysis, including evaluating, recommending, and planning actions to create solutions or functions in the Medicaid Enterprise Systems.Review federal and state laws and regulations for impact on automated system and responds to federal, state, departmental or legislative audit findings on automated system.Coordinate with vendors to plan, design, develop and implement system changes or enhancements to meet state and federal regulations and monitors for continued compliance.Coordinate automation related work across divisions and their automated systems as needed to move data and support mutual business processes.Establish goals and objectives for automated systems program, including development, maintenance, user support, and training.Manage automated solutions in alignment with current business rules and priorities.MINIMUM QUALIFICATIONS:

Good knowledge of project management.
Typically gained by two years' experience managing projects involved in determining project scope, developing project goals, timelines, budget, implementation strategies, and measurement methods, and monitoring progress toward goals and project completion; OR Certification as a Business Analyst Associate; OR successful completion of Business Analyst training in alignment with the Business Analyst Body of Knowledge (BABOK) and two years' experience performing routine duties in requirements discovery, process analysis, and preparation of reports and written documents.Good knowledge of organizational/business analysis and evaluation.
Typically gained by completing at least six semester hours of upper division college coursework for a degree in Business, Public Administration, Finance or other related field AND two years professional-level evaluative, analytical and planning work; OR a Bachelor's degree in Business, Public Administration, Finance or other related field AND one year professional-level evaluative, analytical and planning work; OR at least four years' work experience performing professional-level evaluative, analytical and planning work.Good knowledge of process improvement methodology.
Typically gained by at least two years' experience performing requirements discovery, process analysis, and preparation of reports and written documents OR successful completion of Business Analyst training in alignment with the Business Analyst Body of Knowledge (BABOK).Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.
Good knowledge of Medicaid policies and operations.
Typically gained by at least two years of experience where working with Medicaid policies and operations were key responsibilities.Good knowledge of Health Information Technology (HIT) system structures and functionality.
