Description Business Analyst - PERSIApplications will be accepted through 4:59 PM MST on the posting end date. The Public Employee Retirement System of Idaho (PERSI) is seeking a hard-working and committed Business Analyst with experience providing world-class customer service. This position is located in Boise, full-time, Monday-Friday, 8am-5pm, 40 hours per week, with full benefits. Limited remote work may be available after a probationary period. Some travel may be required. Summary: This position will provide essential multi-agency support evaluating organizational data systems and business processes for effectiveness and providing guidance and direction in system enhancement and modernization. This position will work collaboratively with multiple data collection teams, developers, project managers, data governance staff, IT staff, program staff, and leadership to improve systems, processes, and outcomes. This position requires extensive knowledge of defined benefit governmental retirement plans and the ability to work in a fast-paced multi-project environment with a statewide/enterprise-wide scope. Incumbent must communicate clearly and effectively to a variety of stakeholders and work well as a member of a team.This position is eligible for the PERSI benefits package, including: Excellent low-cost medical, dental, and vision insurance Generous vacation and sick leave accrual beginning as soon as you start Eligibility for the Public Service Loan Forgiveness Program (PSLF) Paid parental leave Eleven paid holidays per year , one of the nation's best state retirement systems Multiple savings plans Life insurance A healthy work/life balance Wellness programs; ongoing training opportunities; and more Job Responsibilities: Facilitate discussions with staff and managers about system efficiency, program support, and operational or administrative needsStudy the feasibility and compare costs and benefits of modificationsCollaborate with others to evaluate existing systems and plan enhancements, recommend new developments, and design future enhancements or specificationsCollaborate with Operation Performance Analysts and process owners to create solutions in alignment with statutory, operational, policy, and program goals and objectivesIdentify data and resource requirementsMaintain system related documentation and provide training and/or technical documentation for others to train staff in use of existing or new systemsUse systematic approach to design, modify, or adapt major programs or operations to optimize performance outcomes and achieve efficient resultsEstablish, modify, or use existing process performance metrics to evaluate and quantify the process's capability to meet the product specifications and overall process objectivesDesign process performance objectives to ensure alignment to business plansCreate, update, and approve technical documents and forms to support processesAnalyze data to identify performance trends and system ability to operate within control limitsRecommend and plan actions to bring about compliance with regulations and program goalsAssist management by monitoring and tracking program and operational activities and improvementsDesign and perform user acceptance and regression testing, system audits, and validate system improvements or performance measures Test, audit, and validate system improvements to implement performance measuresLead research studies that evaluate compliance with state and federal performance measurementsPrepare findings and recommend actions to managersIdentify potential risks and difficulties, and design strategies to mitigate or avoid themCollaborate with stakeholders and follow contracting guidelines to develop vendor statement of work where applicableAdminister project contracts and monitor and evaluate vendor performanceRecommend changes to project plan in response to unforeseen changes or unexpected resultsVerify quality of project deliverablesPerform other duties as assigned MINIMUM QUALIFICATIONS: You must possess all the minimum qualifications below to pass the exam for this position. Typically requires two years of experience managing projects involved in determining project scope, developing project goals, timelines, budget, implementation strategies, and measurement methods, and monitoring progress toward goals and project completion; OR Certification as a Business Analyst Associate; OR successful completion of Business Analyst training in alignment with the Business Analyst Body of Knowledge (BABOK) and two years of experience performing routine duties in requirements discovery, process analysis, and preparation of reports and written documents. Good knowledge of organizational/business analysis and evaluation. Typically requires completing at least six semester hours of upper division college coursework for a degree in Business, Public Administration, Finance or other related field AND two years professional-level evaluative, analytical and planning work; OR a Bachelor's degree in Business, Public Administration, Finance or other related field AND one year professional-level evaluative, analytical and planning work; OR at least four years' work experience performing professional-level evaluative, analytical and planning work. Good knowledge of process improvement methodology. Typically requires at least two years of experience performing requirements discovery, process analysis, and preparation of reports and written documents OR successful completion of Business Analyst training in alignment with the Business Analyst Body of Knowledge (BABOK).
