REQUIRED APPLICATION MATERIALSAlong with your on-line City application, the following materials are required:Cover letterResumeDEFINITIONUnder general direction, to plan, organize, develop, monitor, and supervise the programmatic and administrative activities and functions of the Recreation & Community Services Department; and to perform related work as required.MANAGEMENT RESPONSIBILITYThis is a supervisory position with responsibility for assigning, supervising, and directing the work of staff assigned to the Community Services Department. The incumbent is responsible for assisting the Director in administering the Community Services programs, maintenance functions and activities and supervising assigned staff.EXAMPLES OF DUTIESProvides supervision, direction and work coordination for staff assigned to the Building Maintenance, Park Maintenance, Golf Course and other Maintenance Divisions as assigned at City recreation facilities, sites, and service centers; plans, organizes and coordinates ongoing department functions, activities, special events, and programs; evaluates programs and services; develops and implements various programs and activities; participates in the plan and design of new and existing sites and facilities; plans the security and promotes the safe use of all facilities; prepares oral and written reports; assists with developing department budget and administering fiscal controls; coordinates capital improvement projects and budgets; coordinates grant research, application, and administration; interacts with members of the community for input into Department services and responds to citizens complaints and requests for information; provides technical information and assistance to boards, commissions and associations; assists in the recruitment, selection and evaluation of paid, contract, and volunteer staff; and represents assigned functions with city staff and other governmental agencies as delegated.Knowledge of:Modern principles, practices, and techniques of planned recreation and community service activities including the operation, oversight and maintenance of City owned facilities and assetsPertinent federal, state and local codes and regulations.Principles of personnel management and public administration.Principles of employee supervision, training, and performance evaluation.Capital projects and grants application and administration.Budget development, preparation, and administration.Research methods and procedures.Ability to:Provide supervision, training, and work evaluation for staff and volunteers.Assist with formulating, implementing, and evaluating relevant policies and procedures.Oversee and monitor the preparation and administration of grant programs.Interest and involve the community in Department services.Accurately perceive and respond to the community services needs of community groups and individuals.Effectively and courteously respond to citizen complaints and information requests.Prepare operating and capital improvement project budgets and administer and control expenditures.Prepare a variety of reports and presentations.Research, collect and analyze information related to operation and maintenance of parks, facilities recreation and community services.Interpret, explain, apply and enforce a variety of laws, rules, and regulations.Effectively represent assigned functions of the department with concerned individuals, organizations and other governmental agencies.Establish and maintain cooperative working relationships.Communicate effectively orally and in writing.Training and Experience:

Graduation from an accredited four-year college or university with major course work in park administration, public administration, social services, physical education or closely related field.Work Background:

Four years of increasingly responsible and varied professional work experience in recreation and community services, including two years of experience in a supervisory, management, or administrative position.Special Requirements:Possession of an appropriate California Driver's license.*As of August 24, 2021, the City of Montebello implemented a COVID-19 Vaccination Policy.
