Summary
The Department of Finance and Administration (DFA) Division Manager III is responsible for overseeing the work activities in the assigned sections. This position is governed by state and federal laws and agency/institution policy.
Functions
Directs the activities of a medium to large professional and administrative support staff through lower-level managers, including approving hiring recommendations, reviewing performance evaluations, reviewing and approving actions recommended by subordinates, and evaluating the performance of immediate subordinates. Directs the activities of a statewide agency program essential to the mission of the such as child support programs. Develops and administers divisional budget activities, monitors expenditures, and readjusts budget allocations when necessary. Analyzes productivity levels and error statistics for each section or office including relative growth rate, efficiency, cash reconciliation, and prepares report to supervisor identifying problems and recommendations as well as methods of resolution. Monitors tax collection and processing activities by reviewing financial reports and information on a daily basis to ensure section compliance with laws, regulations, and procedures. Monitors child support collection and processing activities by reviewing financial or status reports and information on a daily basis to ensure section compliance with state and federal laws, regulations, procedures, and federal program requirements. Delivers technical assistance to subordinates, taxpayers, child support recipients, employers, or contractors concerning problems and procedures, interprets applicable statutes and regulations, and makes decisions on contested assessments or child support related issues. Recommends changes to section supervisors and managers to improve the effectiveness of the section or child support division supervised and disseminates and discusses changes in policies, procedures, and regulations with employees. Performs other duties as assigned.

Knowledge of state budgetary and purchasing procedures. Knowledge of revenue division or child support policies and procedures. Knowledge of state and federal laws applicable to state revenue or child support services. Ability to plan, organize, and direct the work of lower-level supervisors and/or subordinates. Ability to direct personnel and budgeting activities. Ability to evaluate the effectiveness of programs and services. Ability to interpret applicable statutes, regulations, policies, and procedures.
Minimum Qualifications
The formal education equivalent of a bachelor's degree in accounting, public administration, business administration, or program related area; plus four years of experience in finance, accounting, or program related area, including three years in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
