The Maryland Department of Transportation The Secretary's Office (MDOT TSO) is seeking an experienced and highly skilled Human Resource Information Systems (HRIS) Manager (DOT Executive IV). The HRIS Manager will manage the HRIS operation, ensure data integrity, enhance user experience, and implement systems upgrades. The position will assess the needs of MDOT regarding business operations, operating support, and system training needs to determine modification of the MDOT-wide HRIS.
Key responsibilities for this role include but are not limited to:
Oversee daily operations of the HRIS, ensuring effective functionality and performance.
Ensure the accuracy and security of employee data within the HRIS.
Serve as the primary point of contact for HRIS-related inquiries, troubleshooting issues and providing timely support.
Establish and enforce standard operating procedures for HRIS usage.
Lead HRIS-related projects from conception to implementation, ensuring timelines and budgets are adhered to.
Configure HRIS to meet organizational needs, including setting up workflows, user permissions, and reporting capabilities.
Develop, generate, and analyze HR reports to provide insights on workforce metrics and trends.
Develop and maintain comprehensive documentation of HRIS processes, workflows, and user guides.
Train HR staff and other users on HRIS functionalities, best practices, and new features.
Work closely with HR teams to understand their needs and ensure the HRIS supports their strategic objectives.
The current vacancy exists at MDOT TSO in the Office of Human Resources, which is located in Hanover, MD. (Anne Arundel County).
This position may allow a hybrid work schedule, including telework and on-site work hours.

Qualifications
PREFERRED QUALIFICATIONS:
Education: A bachelor’s degree from an accredited college or university in Computer Science, Computer Information Systems, Information Technology, Human Resource Management, Accounting, Business Administration, Economics, Finance, Public Administration, Psychology or another related field.
Experience: Seven (7) years of experience with HRIS implementation, administration, and project management in a leadership role to include integrating, configuring, and managing tools for a successful HR operation. Five (5) of the required years must involve working with HR data analytics.
The ideal candidate will possess the following:
Experience working with Infor.
Strong understanding of HRIS database design, structure, functions and processes and experience with database tools.
Strong understanding of HR processes, procedures, and data management.
Strong analytical and quantitative skills with proven experience in developing strategic solutions and business metrics.
Ability to prioritize multiple requests with ongoing duties.
Proficient with Microsoft Office Suite or related software with advanced proficiency in MS Excel and other data analysis tools to manipulate and analyze large data sets and produce insightful reports and visualizations.
SHRM-CP or SHRM SCP preferred.
