The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.
The Critical Infrastructure Group (CIG) within JOID provides technical, programmatic and analytical support to customers with missions in national security to include the Department of Homeland Security (DHS), Health and Human Services (HHS), and the Federal Aviation Administration (FAA). The Group brings technical and operational expertise in fields of countering weapons of mass destruction, critical infrastructure protection, emergency response, nuclear non-proliferation, weapons deployment programs, and transportation safety. In addition to management and advisory services, CIG staff collaborate closely with our clients to provide high-quality modeling, simulation, software, and analytical products to meet the most demanding government standards and timelines.
We have an immediate need for an Acquisition Program Analyst to provide support to DHS Customs and Border Protection (CBP) customers located in Annandale, VA. This position allows for a hybrid work schedule.
ResponsibilitiesThe candidate will assist the Government Program Manager within the CBP Office of Trade in the development of the Automated Commercial Environment (ACE) 2.0. ACE is the system through which the trade community reports imports and exports, and the government determines admissibility. Provide advice and guidance on the acquisition process--this includes stakeholder engagement, requirements analysis, reviewing acquisition documents and plans, and developing analysis on program performance. Assist with preparing SES and higher headquarters-level briefs, white papers, and memos used as the basis to support executive program recommendations and decisions. Assist with development of program plans, task trackers, and schedules that comply with the program's Performance Work Statement (PWS) and Work Breakdown Structure (WBS). Assist the Government program manager in tracking project cost, schedule, and technical performance. Work with CBP clients to establish and monitor the program’s execution towards milestones, key events, and significant accomplishment criteria. Coordinate meetings, track action items and project metrics, and report status. Support project requirements by providing acquisition program management consulting, coordinating procurement activities, and assisting with documentation and performance measures.
QualificationsRequired:
Ability to obtain and retain a CBP Background Investigation.
Bachelor's degree and 10+ years of experience.
Experience tracking program/project performance and schedule.
Experience with data analytics and business automation solutions.
Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint.
Desired:
Active DHS Suitability or CBP Background Investigation.
Experience providing similar support to DHS, with CBP experience highly preferred.
Knowledge of acquisition management, including understanding of the DHS Management Directive 102-01.
