JOB DESCRIPTION

OUTLINE OF RESPONSIBILITIESCapable of critically evaluating data to derive meaningful, actionable insights.Adept at queries, report writing, and presenting findings.Use statistical and data management software to develop and manipulate large datasets for external and internal partners.Assist in the planning, development, and administration of academic data collection and reporting systems that fulfill state and federal requirementsReview and evaluate local, state, and federal education policies that impact the rules and processes for collecting and reporting dataLiaise between program offices and technical partners to develop business rules for transforming and reporting data including and not limited to teams from the Division of School Leadership, the Division of Multilingual Learners, the Division of Specialized Instruction and Student Support, the Division of Early Childhood Education, and the Division of Inclusive and Accessible Learning.Provide technical assistance in academic program development and evaluation through data by documenting stakeholders, business rules, requirements, processes, and outcomesDevelop project analyses and programming routines using structured query language (SQL) and other analytical tools.Based on analysis, provide validation and quality assurance supportImplement work plans and project schedules based on the scope and time frames set by the team leader, external and internal clients and other stakeholders; liaise between IT andParticipate in the solution design to ensure consistency between requirements and specifications.Quickly assess and resolve complex issues using sound judgment and problem-solving skills.Provide regular status reports as required to ODM leadership; represent the data management team by working cross- functionally with ODM colleagues and program offices.Use Azure Dev Ops daily to provide project updates and track progress on all assigned work.

MANDATORY MINIMUM QUALIFICATIONSThe successful candidate must have minimally achieved the following experience:

2 years of experience and expertise in data modeling for data warehouse and data mart2 years of experience writing complex Stored Procedure and Functions in T-SQL2 years of experience as a Data Analyst or related role2 years of experience in writing Microsoft SQL Server queries6 months of experience in education policy and/or education administration in an urban public- school district, preferably in NY6 months of experience with the Office of Civil Rights (OCR) Civil Rights Data Collection (CRDC), including data quality reviews6 months of experience with the Student Information Repository System (SIRS), including data verifications, Level 0 historical updates, L2RPT reports, etc.Working knowledge of importing flat files into SQL environmentsExperience with Microsoft SQL Integration Services (SSIS)Experience using Azure DevOpsExperience writing technical and user documentation, business requirements documents, standard operating procedures

PREFERABLE QUALIFICATIONSProgramming language expertise outside of SQL (e.g. Python, R).A background in the provision of technical support or customer service.Comfort presenting technical information to a non-technical audience.A quick learner; self-directed; excellent problem-solving skills.Ability to quickly and efficiently switch focus among multiple concurrent tasks.Demonstrated experience in data analytics, data reporting, and/or data managementDemonstrated experience gathering business requirements from business owners, program offices, and/or subject matter experts (SME's)Demonstrated experience designing and executing quality assurance testsExcellent command of structured query language (SQL) and understanding of relational databasesExperience working with data integrity and improving processes for increased data quality
