This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.NY HELPS Non-Competitive Minimum Qualifications:For Trainee 1:A *bachelors in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation coursesFor Trainee 2 you must ALSO have:Either 1. One year of professional experience in accounting/auditing or financial or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principals; OR2. A *master's degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principals; OR3. Possession of a currently valid Certified Public Accountant license and registration issued by New York State.For Auditor 1 Full performance level:Either 1. Bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting/auditing or financial or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principals; OR2. A *master's or higher degree in accounting, auditing, or taxation AND one year of professional experience in accounting/auditing performing analysis and evaluation of automated information systems in a financial environmental, including platforms, network infrastructure, and operational practices; OR3. Possession A currently valid Certified Public Accountant license and registration issued by New York State.Note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.Note: *Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. Audits or investigations may be conducted at the employer’s place of business or at the location of the employer’s representative. Duties include, but are not limited to, the examination of employers’ financial records, the gathering of information, and the preparation of written documentation. Other duties include contacting employers to collect employer liabilities due the Department of Labor.This position is within the Unemployment Insurance Division.This position requires travel. Travel specific requirements will be discussed at the time of interview.Fingerprinting/Background Check: This position requires a fingerprint/background check. There is no cost to candidates, fingerprinting fees are paid for by the Department of Labor. Candidates being considered for appointment will be provided a pre-paid code and instructions after the interview.Candidates with no previous state service will begin at the starting rate of the salary range listed above.Telecommuting is available and can be discussed during the interview.
