Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.GENERAL PUBLIC CANDIDATES:To be considered for appointment through NYS HELPS, you must meet the following minimum qualifications:AUDITOR TRAINEE 1:1. Possess a bachelor's degree in accounting, auditing, or taxation OR2. Possess a bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses.AUDITOR TRAINEE 2:1. Possess a master’s or higher degree in accounting, auditing, or taxation OR2. Possess a bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses AND one year of professional experience in accounting/auditing financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.AUDITOR 1:1. Possess a bachelor's degree in accounting, auditing, or taxation AND two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR2. Possess a bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses AND two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR3. Possess current valid Certified Public Accountant license and registration issued by New York State.NOTE: Experience NOT considered qualifying are activities restricted to teaching, bookkeeping, maintaining/auditing payroll records or accounts receivable/accounts payable, or preparing tax returns.*NOTE: Courses such as business law, economics, statistics, and most finance courses although completed as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours. Transcripts will be required for appointment. Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. The hiring rate for candidates appointed to Auditor Trainee 1 starts at $52,198 and is based on the candidate's salary at the time of hire. Candidates hired into the Auditor Traineeship will be advanced to the title Auditor 1 upon the successful completion of a two-year traineeship.55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Duties Description This position is with the Hardship Analysis Unit reporting to an Auditor 2 (Medicaid).In this unit, an Auditor 1 is responsible for evaluating the financial health of an organization in a provider or managed care organization requests financial relief following an OMIG audit. Duties include:• Verify that appropriate and adequate documentation have been submitted with the financial hardship application.• Utilize submitted financial information, including financial statements and tax returns to calculate key indicators related to liquidity and overall financial solvency.• Prepare workpapers to document findings and conclusions.• Recommend repayment terms for review and approval.• Perform other duties as necessary.
