BA/BSOutcomes:The successful candidate is expected to accomplish the following outcomes in the first year on the position:Promulgate guidance in support of SAP Enterprise Reform (SER) across the Department of the Air Force (DAF). Establish and implement processes to quicken administrative actions key to both SER and Great Power Competition activities.Extend DAF SAPCO ability to work sensitive SAP matters across the HAF/SAF staff and DoD by building relationships with other stakeholders.Institute SAF/AAZ measures of success, metrics, for internal processes which capture activities and timelines that matter most external customers across the DAF.Formally track all tasks, to include: assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.Master position tasks within 60 days and exceed requirements within 90 days.Responsibilities:The SAP analysts supports Office of the Secretary of the Air Force Office of the Administrative Assistant to the Secretary of the Air Force (SAF/AA) Security, Special Program Oversight and Information Protection Directorate (SAF/AAZ). Specific responsibilities include but are not limited to:Researches, interprets, analyzes, and provides proper guidelines, policies, and regulations.Assists with general oversight of plans and programs necessary for the successful attainment of the DAF SAP mission and goals based on an in-depth knowledge of the structure, mission, administration, and operational requirements of DAF critical technologies.Analyzes, evaluates, and advocates for MAJ/FLD COM units on implementation of policies, directives, and guidance related to key SAP security issues.Provides in-depth analytical examination and proposes effective methods of implementing stipulated SAP guidance to the serviced activities.Identifies and evaluates new or revised policy changes, trends, issues and their impact and aids in developing an effective implementation strategy to incorporate policy changes into SAP operations.Leverages skills, knowledge and experience to develop and build relationships across the DAF SAP Enterprise to enable HAF Mission Directive 1-6.Prepares special or one-time reports, summaries or replies to inquiries, selecting relevant information from a variety of sources such as reports, documents, correspondence, and other offices under general directives.Assists the Chief, SAP Operations, and Integration Division (SAF/AAZX) in shaping the strategy, direction, synchronization, and integration of national security policy goals, presidential decision directives, and executive orders to establish authoritative policy, precedent, procedures, and guidelines.Supports broad security studies, special projects, and initiatives with responsibility for planning, designing, executing, and evaluating complex security policy and national programs, policies, and strategies of significant importance, which affect broad functional areas and multiple organizational levels.Appraises serious and special problems and issues and directs the conduct of studies to define fundamental issues and problems involved.Works with general officers (or civilian equivalent) and other senior management and leadership officials in the development of primary security enterprise mission goals and objectives.Practices the development of disestablishment plans when the determination has been made to terminate, cancel, or transition a SAP.Qualifications:The candidate must have the following qualifications:Minimum of fifteen (15) years of experience in the Special Access Program related work.Minimum of ten (10) years of experience supporting DOD or the military.Expert-level knowledge of SAP Operations and Integration to include fielding of SAP capability. Familiarity with Air and Space platforms and weapons systems.Knowledgeable in the development and approval of SAP Classification Guides, Memorandums of Agreement, and Memorandums of Understanding supporting DAF participation with other DoD agencies.Proficient to represent the DAF as the SAP security subject matter expert at Joint Service and National Agency working groups and policy making forums.Demonstrates background in supporting DoD and Intelligence Community (IC) portfolios involving classified efforts. Applicant’s current or previous access to DoD SAPs and IC CAPs will be validated through appropriate databases or contact with references provided.The following qualifications are desired:Provides a focal point for coordination and consolidation of tasking, providing review and management of information, and performing Action Officer functions.Provides administrative and logistical support to include the development of agendas, meeting minutes, tracking actions and memorandums of agreement/understanding to facilitate a cohesive and collaborative SAP enterprise across the DAF.
