Responsibilities
Considered an emerging authority, who applies extensive technical expertise. Develops technical solutions to complex problems. Exercises considerable latitude in determining objectives and approaches to assignment.Arcfield's IDIQ Assistant Program Manager (APM) will contribute to driving growth on IDIQ contracts as well as the program management requirements of these contracts (e.g., multiple- and single-agency IDIQs, GSA MAS, and OTs). The APM will report to and support Arcfield's IDIQ Growth Director, coordinate with Operational and Functional Organizations (e.g., Contracts, Finance) daily, and will have regular touchpoints with senior management.Arcfield seeks a candidate with working-level experience cultivating a company's growth objectives with IDIQs and GSA Schedules, as well as other contracting strategies (e.g., Other Transactions). A successful candidate would demonstrate working-level knowledge of US Government contracts and contracting approaches and be able to communicate those strategies both internally and to customers. Our IDIQ APM will have both contract program management and growth responsibilities. They will support BD, Capture, and Proposal teams, and develop into an authoritative source of knowledge on contract-level requirements and processes, coordinate with Contracts to administer our contracts, and provide recommendations and oversight to delivery teams to ensure compliance with contract-level requirements. Additional tasking could include growth pipeline identification and qualification, contributing to or reviewing proposals, developing marketing material, and other duties as assigned. The successful candidate should expect to work primarily in our Chantilly, VA, headquarters with the opportunity to work from satellite offices or remotely as agreed upon with the Director.Duties Include:Coordinate with Arcfield's delivery organizations to advise them of contracting strategies available to their Government CustomersCoordinate with Arcfield's delivery and functional organizations to ensure IDIQ-level deliverables are submitted in a timely, complete, and compliant mannerAssist task order delivery teams with initial / kick-off meetings with Government Customers, or as requested to ensure compliance with contract and task order deliverablesProvide training and/or advice to Arcfield employees on our contracts to assist with ongoing delivery and capture effortsDevelop into an authoritative source of knowledge on Arcfield's IDIQ portfolioAcquire, build, and manage relationships with Government IDIQ PMOsTrack and coordinate IDIQ-level CDRLsTrack and maintain IDIQ opportunity pipelines, including building and triaging forecastsContribute to quick responses to contract and/or task order RFI(s) and RFP(s)Support BD and Capture teams throughout the business development cycle, including developing pipelines, draft RFP reviews, and attending Industry DaysBecome familiar with and contribute to corporate strategy, including identifying and positioning for strategic IDIQs that maximize Arcfield's access to our target marketsContribute to the Capture, Proposal, and on-ramp of strategically relevant IDIQsIdentify lessons learned, opportunities for improvement, and other initiatives to improve business operationsOther duties as assigned
Qualifications
BS 8-10, MS 6-8, PhD 3-54 years of project or program management experience at a DoD, IC, DHS or other Federal agency or government contracting firmAbility to obtain and maintain a DoD Secret clearancePrevious experience managing, administering, or supporting the management/administration of multiple-award IDIQ contractsExperience using Government sources of contract data reporting, industry-standard competitive intelligence tools, and industry-standard pipeline management toolsQuick and deliberate learning style. Strong analytical and communications skillsProficiency at working both independently and as a team memberExperience with the Microsoft Office Suite including SharePointDesired Qualifications include:4 years of relevant experience working in a business development or growth organizationFamiliarity with two or more of the following contract programs: GSA OASIS, GSA MAS, GSA ASTRO, Army RS3, Army ITES-3S, DTIC IAC MAC, Navy SeaPort-NxG, or similar DoD, IC, or DHS contract programsExperience working to short deadlines, delivering solutions to unstructured business challenges in ambiguous and fast-paced environmentsExperience developing materials for and communicating to senior management or C-Suite leadersExperience working with teams that have multiple and shifting prioritiesConfidence in sharing way-forward suggestions for people, process, and tool implementations and improvementsOpenness to learning and development opportunities
